2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 Establishes Environmental Investment Trust Fund. Establishes Reimbursement Account within trust fund. Continuously appropriates moneys in account to Department of Land Conservation and Development for distribution to public entities for reimbursement for payment of claims under Ballot Measure 37 (2004). Establishes Public Parks Account within trust fund. Continuously appropriates interest on moneys in account to Department of Land Conservation and Development for distribution to cities for purchase of new public park space. Requires corpus of account to be invested. Creates environmental investment trust registration plate. Imposes $15 surcharge for registration plate. Directs that moneys from surcharge on registration plate be transferred to trust fund. Appropriates moneys from General Fund to 'Department of Transportation for purpose of initiating environmental investment trust registration plate program. Directs Department of Revenue to establish charitable checkoff on ~ersonal income tax return forms or instructions for checkoff contributions to Environmental HB 3411 2 Support/Am Investment Trust Fund. Authorizes deposit of contributions in trust fund. Applies to biennial year 5/05 Imposes tax on diesel fuel. Increases truck registration fees. Repeals weight mile tax and fiat HB 3447 2 Monitor fees. 4/28 Urges Congress to extend Secure Rural Schools and Community Self-Determination Act of HJM 0001 2 Support 2000 through federal fiscal year 2016 and to fund Act with mandatory, continuing appropriation. 3/09 Urges Congress to extend Secure Rural Schools and Community Self-Determination Act of HJM 000lA 2 Support 2000 through federal fiscal year 2016 and to fund Act with mandatory, continuing appropriation. 3/09 Proposes amendment to Oregon Constitution to allow revenue from taxes on motor vehicle fuel and ownership and operation of motor vehicles to be used for policing of highways. Refers H JR 0005 2 Neut/Am proposed amendment to people for their approval or rejection at next regular general election. 3/09 Proposes amendment to Oregon Constitution to dedicate percentage of net proceeds from State Lottery to fund services for prekindergarten children. Refers proposed amendment to people for their approval or rejection at special election held on same date as next primary H JR 0010 2 Support election. 4/21 Proposes amendment to Oregon Constitution to permit school districts to impose temporary property taxes that would not be subject to constitutional property tax limits in order to fund kindergarten classes. Requires tax revenues to be used only for kindergarten. Requires approval by voters in election that satisfies double majority voter participation requirements or is general election in even-numbered year. Refers proposed amendment to people for their H JR 0037 2 Support approval or rejection at special election held on same date as next primary election. 4/14 SB 0044 2 Support Extends sunset of underground storage tank fee.
