2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 Allows Department of Environmental Quality to issue individual, general or watershed water ~ollution discharge permits. Allows department to issue permits by order. Allows department to use fees from water pollution discharge permits to administer any water pollution control program. Directs department to report annually to Environmental Quality Commission and legislature on administration of watershed approach to permits. Directs Land Conservation and Development Commission to adopt new statewide land use planning goals. Directs local governments to amend or replace regional goals and objectives, regional framework plans, comprehensive SB 0100 2 Oppose plans and land use regulations to conform to new statewide land use planning goals. 3/31 Expands definition of 'sex crime' for purposes of sex offender registration to include crimes of other jurisdictions requiring registration as sex offender under federal law. Requires person who moves into this state to report to law enforcement agency if person is required by federal SB 0127 2 Support law to report as sex offender. 2/11 Prohibits discrimination against persons based on sexual orientation in certain areas of law. Defines terms. Authorizes enforcement of prohibition through civil action for actual and punitive damages. Authorizes award of attorney fees in civil proceedings for unlawful discrimination based on sexual orientation.
