WORK SESSION: NO CRUISING ORDINANCE <br /> Mayor Obie announced that the council will consider the no cruising ordinance <br /> at another time because consideration of the annexation proposals has taken <br /> longer than anticipated. <br /> Mr. Whitlow said he apologized to people in the audience who were interested <br /> in the ordinance and assured them it will be the first item on a future agenda. <br /> IV. PUBLIC HEARING: ANNEXATION REQUEST FOR PROPERTY LOCATED ON AND ALONG <br /> BELTLINE ROAD FROM ROSS LANE TO RIVER AVENUE (CITY OF EUGENE: <br /> BELTLINE ROAD EAST) (AZ 87-10) <br /> City Manager Micheal Gleason introduced the item. Neil Bjorkland of the <br /> Planning Department gave the staff report. He said the annexation proposal <br /> involves 11.35 acres of Beltline Road and Division Avenue rights-of-way and an <br /> adjacent EWEB transmission line. He sa i d the propo sa 1 is continguous to <br /> existing city limits on the east and west ends and along parts of the northern <br /> and southern boundaries. He said approval of the proposal wi 11 clarify <br /> responsibility for road maintenance and police service. <br /> Mr. Bjorkland said the part of Beltline Road included in this proposal was <br /> part of the Wastewater Treatment Plant annexation (AZ 83-2) approved by the <br /> City Council in 1983. The Boundary Commission deleted Beltline Road from that <br />e proposal because the Boundary Commissioners felt it was not necessary for <br /> Eugene to provide emergency services in the right-of-way at that time. Since <br /> then, five annexations in the area have been approved and the need for Eugene <br /> to provide services has increased substantially. <br /> Mr. Bjorkland said the Planning Commission recommended approval of the request <br /> 6: 1. <br /> No conflicts of interest or ex parte contacts were declared. <br /> Mayor Obie opened the public hearing. <br /> Vora Heintz, 1038 Jayne Drive, said her testimony during consideration of the <br /> Twelfth Street Development Corporation, et al (AZ 87-8) annexation proposal <br /> applies to this proposal also. The testimony was: <br /> "Vora Hei ntz, 1038 Jayne Dri ve, said she is cha i rperson of the <br /> River Road Community Organization. She said she was not provided <br /> information about the annexation proposals in time to comment on <br /> them. The organization's next meeting will be November 9, 1987. <br /> She said Eugene has a policy of illogical extensions and creeping <br /> annexations that do not address cost effectiveness, law enforcement, <br /> or the right of citizens to vote on annexations. <br />e MINUTES--Eugene City Council October 26, 1987 Page 10 <br />
