No. 4064--A resolution furthering annexation to the <br /> City of Eugene and the Lane County Metropolitan <br />e Service District for property located on the <br /> east and west sides of Prairie Road between <br /> Beltline Road and Leghorn Avenue; on the south <br /> side of Federal Lane between Gent Road and <br /> Prairie Road; on the north and south sides of <br /> Irving Road between Gent Road and the Southern <br /> Pacific Railroad; north and south of Beltline <br /> Road east of the Northwest Expressway; and <br /> Beltline Road right-of-way with associated <br /> utility corridors. <br /> Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the <br /> resolution. <br /> Mayor Obie said approval of the proposal will indicate the council IS intent to <br /> annex the River Road area and he urges approval. He said he respects the <br /> opinion of people who do not want to pay for services they do not need but the <br /> City is providing urban services and residents should help pay for them. He <br /> said the City does not always annex islands. Some islands created decades ago <br /> in the Chase Gardens area have not been annexed. <br /> Ms. Ehrman said written testimony indicates the Guenthers oppose the <br /> annexation. <br /> Mr. Rutan said the proposal meets the annexation criteria and conforms to the <br /> City's plans and policies. <br />e Ms. Bascom said some septic tanks in the area are failing and it is important <br /> to consider the health of residents. <br /> Mr. Holmer reiterated the Planning Commission recommendation that the council <br /> state it does not intend to encircle the River Road area. He said he does not <br /> want to approve the proposal without such a statement. <br /> Answering a question from Mayor Obie, Mr. Lowe said approval of Mr. Johnsonls <br /> request to delete Tax Lot 100 from the proposal could result in requests from <br /> other property owners for removal of their property and, therefore, could <br /> result in the City not being able to provide services to those owners who want <br /> annexation. <br /> The motion carried 6:1 with Councilors Ehrman, Wooten, Bascom, <br /> Rutan, Miller, and Bennett voting aye and Councilor Holmer <br /> voting nay. <br /> Ms. Ehrman moved, seconded by Mr. Holmer, to adopt a final <br /> order rezoning property within the area to be annexed from <br /> County 1-2/UL to City 1-2, from County PL/UL to City PL, from <br /> County RA/UL to City RA, and from County R-l/UL to City R-1 <br /> and designation of industrial and residential sign districts. <br />- M1NUTES--Eugene City Council October 26, 1987 Page 9 <br />
