<br /> Mr. Chapman said the next State Legislature will probably review annexation <br /> laws and annexation laws are a ma i n issue in the replacement of State <br /> Representative Ron Eachus. He said Eugene should be very careful about <br />e creating islands that can be annexed without residents' consent and River Road <br /> residents have reason to be apprehensive about annexation proposals. <br /> Mr. Chapman suggested Beltline Road east of Highway 99 be deleted from the <br /> proposal because there is no reason to annex the EWEB reservoir. He sa i d <br /> approval of the proposal as presented will damage relations between River Road <br /> residents and the City. <br /> During consideration of another annexation proposal, Vora Heintz, said her <br /> testimony during consideration of the Twelfth Street Development Corporation, <br /> et al (AZ 87-8) applies to this proposal also. Her testimony was: <br /> "Vora Heintz, 1038 Jayne Drive, said she is chairperson of the <br /> River Road Community Organization. She said she was not provided <br /> information about the annexation proposals in time to comment on <br /> them. The organization's next meeting will be November 9, 1987. <br /> She said Eugene has a policy of illogical extensions and creeping <br /> annexations that do not address cost effectiveness, law enforcement, <br /> or the right of citizens to vote on annexations. <br /> "Ms. Heintz said citizens also were not permitted to vote on sewers <br /> in the River Road area. She said development of the River Road/ <br /> Santa Clara Urban Facilities Plan by the CAT excluded participation <br /> of the River Road Community Organization. She said the community <br /> organization opposes the annexation proposals within and without the <br />e organization's boundaries recognized by the Lane County Board of <br /> Commissioners. She specifically opposed the annexation of <br /> Beltl ine Road. She discussed State legislation concerning <br /> annexation procedures. <br /> "Ms. Heintz said the River Road Community Organization opposes all <br /> annexation proposals in the area. She requested that her testimony <br /> be included in the record of each proposal. II <br /> There being no additional requests to testify, Mayor Obie closed the public <br /> hearing. <br /> Mr. Lowe said Lane County rezoned many properties, including Mr. Smith's, in <br /> 1982 when the Metro Plan was adopted. Discussing the configuration of this <br /> proposal, he said nonconsenting property owners, such as the Johnsons, were <br /> included in the proposal to create the most effi ci ent serv ice de 1 i very <br /> boundary possible. Residential properties were excluded because residents <br /> might remonstrate. Part of Beltline Road was excluded to avoid encircling the <br /> River Road Area.
