MINUTES <br />Eugene City Council Work Session <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />ATTACHMENT B <br />September 25, 2017 <br />5:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg <br />Evans (via phone), Claire Syrett, Chris Pryor <br />Mayor Vinis opened the September 25, 2017, Work Session of the Eugene City Council. <br />1. Committee Reports and Items of Interest from Mayor, City Council, and City Manager <br />Council Discussion <br />• LRAPA will be having public hearing about burning outside City limits but within the UGB. <br />• Human Rights Commission has finalized its work plan. <br />• Coordinated economic development for the region was discussed at Cascades West <br />Economic Development District meeting. <br />• EmX is now providing service to west Eugene; ribbon -cutting ceremony held on September <br />17. <br />• Monthly LCOG meeting will be planning for annual recognition dinner in February. <br />• Sustainability Commission had successful retreat and will be coming to Council with a work <br />plan, and to introduce the new Chair and staff person. <br />• Knight Campus at the UO is starting construction in January. <br />• Rest stop video and staff presentation on homelessness available to neighborhood groups. <br />• SquareOne construction of Emerald Village is being built. <br />• Car camping program was discussed at the Santa Clara Neighborhood Association meeting. <br />• Parks and Rec Maintenance and Funding subcommittee will be coming to Council this fall. <br />• Northeast Neighbors feel that north part of town is becoming over crowded with housing. <br />• The Human Services Commission has $50,000 of state funds to dedicate for a feasibility <br />study on a permanent shelter for the homeless. <br />2. WORK SESSION: Arts & Economic Prosperity V (ASPS) <br />Library, Recreation, & Cultural Services Executive Director Renee Grube, and John Barry, the <br />managing director of the Arts & Business Alliance gave a presentation of the Arts & Economic <br />Prosperity Study V (AEPS). <br />Council Discussion <br />• The "new arts" could be added to this study, and would report even more income and <br />impact to the economy - film production, digital visual and music arts. <br />• This study just captures art within the City of Eugene, not greater Eugene -Springfield area. <br />• The report cites the "equivalency" of 2,400 FTE jobs, but would be interesting to see how <br />many jobs, including part time, are created and how many lives are being touched. <br />MINUTES - Eugene City Council September 25, 2017 Page 1 <br />Work Session <br />
