MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />ATTACHMENT C <br />September 25, 2017 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans (via <br />phone), Claire Syrett, Chris Pryor <br />Mayor Vinis opened the September 25, 2017, meeting of the Eugene City Council. <br />1. PUBLIC FORUM <br />1. Joel Iboa, Vice -Chair of Human Rights Commission - asked Council to stand with DACA recipients. <br />2. John Brown - voiced concerns about water quality and human waste epidemic near rivers. <br />3. Paul Wagner - spoke about water quality issues, health crisis, garbage and human waste. <br />4. Jim Neu - asked Council to ban all fireworks in city of Eugene, citing noise and air pollution issues. <br />S. Patricia Hine - asking City to divest from U.S. Bank. <br />6. Caitlin Bowman - requested transition to clean and renewable energies, divesting from U.S. Bank. <br />7. Laurie Powell - supported Mayor's CRO Ad Hoc Committee; this summer was wake-up call. <br />8. Cindy Kokis - said toilets and trash cans are needed for homeless, shelter at LCC or EWEB buildings. <br />9. David Woken - spoke in favor of DACA resolution. <br />10. Merrily Sutton, Penny Palmer - supported divestment from U.S. Bank. <br />11. Vernon Lee Price - spoke about 91h Circuit Court ruling on sleeping in cars and impounded vehicles. <br />12. Linda Kelley - asked Council to support SB 1070 Clean Energy Jobs Bill. <br />13. Maria Bybee - asked City to divest from U.S. Bank; submitted book Drawdown to Council. <br />14. Sophie Bybee - asked City to divest from U.S. Bank and support DACA resolution. <br />15. Nick Dikas - supported divestment from U.S. Bank and finding a new banking partner. <br />16. Charlie Landeros - supported DACA resolution and funding proposed by Human Rights Commission. <br />17. Phil Carrasco - spoke on behalf of Latinx Alliance of Lane County, supporting DACA resolution. <br />18. Hugo Nicolas - supported DACA resolution and funding proposed by Human Rights Commission. <br />Council discussion: <br />• A work session poll about divesting from U.S. Bank has gone out to Councilors. <br />• Additional state funding going through Human Services Commission to direct services. <br />It's not responsible to send waste downriver to other people. <br />Fireworks discussion will be coming back to Council soon. <br />2. CONSENT CALENDAR <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve Item <br />C on the Consent Calendar. PASSED 8:0. <br />3.
