In regard to the <br />situation at the Saturday Market, the nature of the problem is the sale or gift <br />of animals on public property, and there are no neutering provisions for those <br />animals. It would be appropriate to require the same sort of provisions for <br />spaying or neutering that people must comply with when they get an animal from <br />the shelter. This would likely discourage the sale or gift of animals on public <br />property. She asked if there is a provision in the ordinance for an impoundment <br />fee or another way to charge owners who have failed to reclaim animals. Mr. <br />Whitlow stated he is not sure how this could be handled, but he would provide a <br />report on April 12th. Ms. Miller stated that she cannot find mention of this in <br />the ordinance. She also noted that provisions for dog owners who are 65 years <br />of age or older should be clarified. <br /> <br />Mr. Hamel stated that since 4,000 people have already paid the licensing fees, <br />he would hope that they would not be discouraged because they had complied with <br />the law if licensing fees are lowered. <br /> <br />Ms. Schue asked how staff would collect fees from those people who abandon <br />dogs. Mr. Whitlow stated that it might be through a fine process in Municipal <br />Court. Ms. Schue asked if this would only be effective with licensed dogs. Mr. <br />Whitlow stated that it would. Mr. Gleason added that this would make people <br />aware of the responsibilities of pet owners when they are deciding whether to <br />own an animal or not. <br /> <br />Mr. Lindberg indicated agreement with Ms. Miller regarding focusing on spaying, <br />neutering, and licensing. There have been some conversations with local <br />veterinarians, and perhaps a cooperative relationship could be worked out to <br />make licensing easier. <br /> <br />Ms. Wooten left the meeting. <br /> <br />VII. ECONOMIC DEVERSIFICATION: CITY'S INFORMATION AND DEVELOPMENT ASSISTANCE <br />CENTER--STAFF REPORT (information distributed) <br /> <br />Mr. Gleason introduced Susan Smernoff, Planning. <br /> <br />Ms. Smernoff stated that the City's Information and Development Assistance <br />Center would be opening March 15, 1982. Following the opening of the center on <br />March 15, the Conference Center will be opened on April 10, 1982. On April 10, <br />there will be an opening event beginning at noon with speeches, music, and <br />dancing. It is being proposed that during the last week in April there be an <br />open house. The theme could be "Eugene City Hall Is Open for Business." A <br />forum on economic diversification could occur, as well as information about the <br />Business Marketing, Recruiting, and Assistance Program, which will be under way <br />at that time. She will bring back a report in April. She introduced Terri <br />Vanderpool, Planning, to provide additional information on the Development <br />Assistance and Information Center. <br /> <br />Ms. Vanderpool stated that the Coordinated Permit Counter Task Team has been <br />working with the Economic Diversification Task Team since November 1981 to <br />develop an Information and Development Assistance Center in City Hall.
