e CB 2441--An ordinance ordering an election to be conducted by the Lane County Election Department on the 18th day of May, 1982, for the purpose of submitting to the legal electors of the city of Eugene a measure author- rizing $186,667 tax on ownership of real property in Downtown Development District; adopting polling places and providing for all acts necessary for the carrying on of said election; and declaring an emergency. Ms. Schue moved, seconded by Ms. Smith, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. Roll call vote; motion carried unanimously. Council bill 2441 was read the second time by council bill number only. Ms. Schue moved, seconded by Ms. Smith, that the bill be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed and numbered 18942. IV. AMENDMENT TO SHOPLIFTING ORDINANCE (memo, ordinance distributed) Mr. Gleason stated that this amendment would remove unconstitutional language. RESOLUTION re: 911 LETTER OF INTENT (memo, resolution, background information distributed) Mr. Gleason introduced Dave O~Brien, Police. Mr. O'Brien stated that they are requesting signing of a letter of intent for eventual participation in the 911 emergency telephone system for Lane County. This action only commits the City to participation in the planning process and allows the City to receive tax moneys when they are distributed by the State of Oregon. The revenues will be distributed beginning in June, and quarterly thereafter. Later revenues will be used for operations, equipment, and installation.
