Mr. Gleason stated that the City would not be start~ng <br />over. He said that this is a basic intergovernmental agreement, and the Clty <br />has started work on the design. There are still a lot of details that have not <br />been worked out. The City must file with the State to prove involvement, in <br />order to start receiving the revenues. In the budget process, decisions will <br />have to be made whether or not to fund the central dispatch system. <br /> <br />Res. No. 3639--A resolution authorizing execution of letter of <br />intent to develop and participate in 911 <br />emergency phone system. <br /> <br />Ms. Schue moved, seconded by Ms. Miller, to adopt the resolution. <br />Roll call vote; motion carried unanimously. <br /> <br />VI. PROPOSED AMENDMENTS TO ANIMAL CONTROL ORDINANCE--INITIAL PRESENTATION <br />(memo, ordinance, background information distributed) <br /> <br />Mr. Gleason introduced Dave Whitlow, Assistant City Manager. <br /> <br />Mr. Whitlow stated that the purpose of these amendments is to give advance <br />notice of changes to the council and the public, prior to the public hearing <br />which will be held April 12, 1982. These proposed changes would help staff work <br />with irresponsible pet owners. There are other possible changes which have been <br />identified by the council, but these proposed changes have not been included in <br />the proposed ordinance. The amendment would establish fines for refusing to <br />claim an abandoned or impounded animal, reduce license fees, designate adult <br />dogs as six months old rather than four months old, and grant authority to <br />Municipal Court to order the destruction of vicious dogs or dogs found killing <br />or chasing livestock. Other possible changes the council may wish to consider <br />would include establishing a fine for carrying a dog in an open vehicle and <br />prohibiting sale of animals on public property, such as at Saturday Market. <br />Revenues are falling substantially behind in the licensing program. Only 4,000 <br />licenses have been sold, which is about 40 percent of the estimated dog population. <br />The goal was to license 75 percent of all adult dogs. <br /> <br />Mr. Lindberg stated that in regard to disposal of vicious animals, the section <br />on vicious dogs seems to have been deleted. He asked if this has been added <br />to another section of the ordinance. Mr. Whitlow responded that certain language <br />has been deleted, and that staff will confirm this at the time of the public <br />hearing. Mr. Lindberg stated that the situation at the Saturday Market seems <br />to be that animals are sold or given away on impulse. Mr. Lindberg added that in <br />open vehicles, such as pickup trucks, it can be more dangerous for dogs to be <br />leashed than to remain free. Leashing dogs in open vehicles could cause strangu- <br />lation. He has reservations about that proposed amendment. <br /> <br />In regard to the licensing goal, Ms. Miller stated that part of the problem <br />in not attaining the goal is the minimal publicity it receives. Also, licensing <br />is not readily available. There was a licensing table at the University of <br />Oregon registration, and student pet owners have been a problem.
