<br />VI. COOPERATIVE MUSEUM COMMISSION AGREEMENT AUTHORIZATION (memo, agreement <br />distributed) <br /> <br />~ Mr. Gleason introduced Gary Long, Administrative Services Director. Mr. Long <br />introduced Carole Daly, executive director of the Cooperative Museum Commission. <br />Mr. Long referred councilors to the staff memorandum which had been distributed <br />and which summarized the proposed agreement. He said that all the jurisdictions <br />and agencies which participate on the commission agree that there is a need to <br />establish the commission as an independent intergovernmental agency, with a <br />more formal relationship to the participating jurisdictions. He said that the <br />role of the commission is to manage the facilities located in Alton Baker Park. <br />Ms. Daly displayed a master plan for the site which will house the existing <br />planetarium and Willamette Science and Technology Center as well as the Lane <br />County Museum, the State Museum of Natural History, and educational gardens <br />containing plant materials from various local ecological zones. She said the <br />museum complex would play an active role in the City's tourism and destination <br />point activities. <br /> <br />Councilor Schue asked if the proposed agreement was a part of efforts currently <br />under discussion to establish closer coordination between intergovernmental <br />agencies. Mr. Long responded that the Cooperative Museum Commission had been <br />included in these discussions, but that, because it requires an on-site director <br />and staff, it would probably only be able to share in the support systems that <br />can be provided by the staff of the Lane Council of Governments (L-COG). <br /> <br />Councilor Smith asked the financial implications of the proposed agreement. <br />Mr. Long responded that the agreement did not include any additional financial <br />obligation for the City beyond commitments already made to support the work of <br />~ the commission. <br /> <br />Ms. Schue noted that all the current members of the commission board and execu- <br />tive committee were males. She urged that Affirmative Action be used in any <br />future appointments to these groups. Mr. Long said that the new representative <br />of the the City of Eugene on the board would be a woman, Paget Engen. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to authorize the City <br />Manager to enter into an agreement with other jurisdictions to <br />establish a Cooperative Museum Commission. Roll call vote; <br />motion carried unanimously. <br /> <br />VII. WOMENSPACE--PRESENTATION BY PROGRAM DIRECTOR (memo, background information <br />distributed) <br /> <br />Mr. Gleason introduced Chris Mahoney, City human rights specialist. Ms. Mahoney <br />said she was speaking for the president of the Women's Commission who was unable <br />to be present. She cited the ongoing support of the commission, the council, <br />and the community for the victims of domestic violence.
