PLANNING COMMISSION AND CITIZEN INVOLVEMENT COMMITTEE REFERRAL RE: <br />MEMBERSHIP AND VOTING PROVISIONS OF NEIGHBORHOOD ORGANIZATIONS AS <br />ADDRESSED IN THE NEIGHBORHOOD ORGANIZATION RECOGNITION POLICY (memo <br />and background information distributed) <br /> <br />Mr. Gleason introduced Mary Hudzikiewicz. <br /> <br />e <br /> <br />Ms. Hudzikiewicz stated that CIC is requesting authorization from the council <br />to review the Neighborhood Organization Recognition Policy provisions regarding <br />membership and voting. By way of background, she noted that the issue ~as first <br />raised by the Planning Commission in late 1981. The Planning Commission <br />requested that the Citizen Involvement Committee review this issue due to <br />comments commissioners had received about the inability of nonresident property <br />owners to vote in the West University Neighborhood. The Citizen Involvement <br />Committee's response to the Planning Commission at that time was that the <br />council had specifically voted to leave the matter of membership and voting to <br />the discretion of individual neighborhoods when the council adopted the Neigh- <br />borhood Organization Recognition Policy. That being the case, the Citizen <br />Involvement Committee felt it should first receive specific direction from the <br />council before addressing the issue. <br /> <br />On December 7, 1981, the Planning Commission received this report and voted to <br />recommend to the City Council that the Citizen Involvement Committee be directed <br />to review the matter but that the issue not be presented to the City Council <br />until such time as the West University Neighborhood Refinement Plan and the <br />accompanying R-3 and R-4 code amendment issues had been completed. <br /> <br />The same issue was raised again in February in front of the Citizen Involvement <br />Committee by both MAPAC and a representative of the Neighborhood Leaders I <br />organization. <br /> <br />Mr. Lindberg stated that he would encourage the CIC to look into this matter and <br />to review it with the staff of the City Manager's Office, as well as himself. <br /> <br />Mayor Keller noted that he would appreciate it if CIC would look into it also. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to request CIC to review <br />membership and voting provisions of the Neighborhood Organization <br />Recognition Policy and to provide the council with a recommenda- <br />tion.
