House, East Skinner Butte Historic Landmark Area, located on High <br />Street between 3rd Avenue and 4th Avenue, 320 High Street (R 82-6) <br /> <br />Mr. Gleason introduced Judith Rees, Historic Preservation Specialist, Department <br />of Housing and Community Conservation (HCC). Ms. Rees introduced Historic <br />Review Board Member Glenn Mason. Mr. Mason said that one of the responsibilities <br />of the Historic Review Board is to improve public awareness of and appreciation <br />for the City's history. He said that 850 to 900 people had attended the May 9 <br />walkin9 tour of homes as a part of the City's observance of National Historic <br />Preservation Week. He thanked the Junior League of Eugene, the Lane County <br />Historical Society, and the staff members of the Department of Housing and <br />Community Conservation for their work on the event. Mr. Mason reviewed efforts <br />made in the late 1800's and early 1900's to promote the City of Eugene and to <br />attract new industry. He said that there were a number of parallels with <br />similar efforts being conducted today. He felt that emphasizing the historical <br />aspects of Eugenels success would help in today.s economic development efforts. <br />He offered the help of the Historic Review Board in this work. <br /> <br />e <br /> <br />Ms. Rees thanked participants in the University of Oregon.s historic preservation <br />program for their work on the National Historic Preservation Week walking tour. <br /> <br />Ms. Rees then discussed the recommendation of the Historic Review Board for <br />allocation of 1982 restoration loan funds. She said that nine restoration loan <br />applications had been received and that the Historic Review Board recommended <br />that eight of these be funded. She said that six of the loans were recommended <br />for funding through the Community Development Block Grant program and that the <br />remaining two loans needed to be considered by the council. Ms. Rees said that <br />the board recommended council approval of a loan of $10,000 at 9 percent interest <br />for a ten-year period for restoration of the exterior of the Tiffany Building. <br />She said approval was also recommended of a loan of $9700 at 0 percent interest <br />for a ten-year period for repainting, reroofing, porch reconstruction, and <br />substructure work at a residence at 320 High Street. <br /> <br />Ms. Schue asked the funding sources for these loans. Ms. Rees responded that <br />the funds had been approved by the council in July 1981. <br /> <br />Mr. Hamel asked how the decision had been made to recommend a loan at 0 percent <br />interest for the house at 320 High Street. Ms. Rees responded that the amount <br />of interest, from 0 percent to 9 percent, that was charged for rehabilitation <br />loans was dependent on the amount of disposable income of the applicant. She <br />said that the financial situation of the owner of the house at 320 High Street <br />had been investi9ated and that the recommendation for a 0 percent loan was based <br />on that investigation. <br /> <br />Public hearing was opened. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />May 12, 1982 <br /> <br />Page 4 <br />
