human services. HSC services promote early intervention and prevention of health, <br />safety, and social problems for impoverished and at-risk persons. The HSC recognizes <br />that its services supplement and address gaps in other larger Federal-, State-, and <br />County-supported programs. <br /> <br />The HSC weaves local funds from Eugene, Springfield, and Lane County with dedicated <br />Federal, State, and other grant funds into a comprehensive funding plan. The HSC's <br />approach creates a comprehensive coordinated care model that assists in financing and <br />delivering an integrated community safety-net system of social, supportive housing, and <br />healthcare services for Iow-income, uninsured, under-insured, and those eligible for <br />Federally-funded benefits who lack access to care and services. <br /> <br />Non-Profit Capital Improvements <br />In 2004, the City of Eugene conducted a survey of 59 local non-profit agencies regarding <br />capital needs in the upcoming five years. Based on the responses, the estimated needs <br />exceeded $2.5 million. Needs included such projects as purchasing a new central <br />kitchen site, purchasing a larger shelter for battered and abused women, and general <br />rehabilitation improvements of many existing agency facilities. A similar survey was <br />conducted in 2000. The needed improvements in 2000 totaled over $3.7 million in <br />several categories: acquisition, new construction, rehabilitation improvements, new roof <br />installation, weatherization, and accessibility improvements. CDBG is one of the only <br />local sources of funding for these capital improvements. As the numbers of clients <br />needing services grows, additional facility space is needed and the high usage <br />necessitates ongoing improvements to address the wear and tear on the existing <br />facilities. These agencies are facing shrinking funding at the Federal, State, and local <br />levels and cannot afford to borrow funds to accomplish this work. <br /> <br />City Capital Improvements <br />Areas potentially eligible to receive CDBG funding for physical improvements must have <br />51.0% or more Iow-moderate income (LMI) residents. In Eugene, those areas are <br />located around the central core and include: <br /> <br />4200 67.86% VVhiteaker <br />4500 54.45% Wests ide/J effe rson <br />4403 63.96% Far West <br />3800 83.26% West University <br />4200 67.86% Trainsong <br />4800 64.83% Amazon (portion) <br />4800 64.83% South University <br /> <br />Capital Improvement Program (CIP). The CIP identifies needed infrastructure <br />improvements for the entire community. By overlaying the CDBG-eligible area, the <br />CIP lists over $57 million in needed physical improvements to streets, sidewalks, and <br />alleys in CDBG-eligible neighborhoods. CDBG funds may be used to improve <br />neighborhood streets, not arterials or collector streets. For the past three decades, <br />the City of Eugene has produced a Neighborhood Analysis following the Federal <br />decennial census. The purpose of the document is to inform the public, the City <br />organization, and policy makers about Eugene and its neighborhoods.
