CDBG-eligible areas. There is a wide array of traffic calming strategies and <br />associated costs for local streets. Because the Neighborhood Traffic Program is <br />currently unfunded, costs have not been developed for specific projects. <br /> <br />Parks and Open Space (POS) Plan. The City's Parks, Recreation and Open Space <br />Comprehensive Plan identifies areas that are underserved by neighborhood parks. <br />This means that residents are more than 1/2 mile safe walking distance away from a <br />developed neighborhood park or a play area within a community park or school. <br />There are five neighborhoods in CDBG-eligible areas that are underserved by <br />neighborhood parks. Neighborhood park development is typically broken down into <br />acquisition and development phases. The estimated cost of park land acquisition in <br />CDBG-eligible areas is $1.3 million, and the estimated cost of new park development <br />in CDBG-eligible areas is $2.8 million. In addition, $1.4 million of neighborhood park <br />renovation projects are located within CDBG-eligible areas. <br /> <br />Park renovation projects often include replacing dilapidated and unsafe playground <br />equipment, expanding the play area to provide safer equipment placement and <br />expand play opportunities, improving paved access routes through the park, <br />replacing worn site furnishings, and updating landscape and turf areas to improve <br />safety and visibility within the park. In many parks, defunct wading pools, which are <br />no longer compliant with health code provisions, need to be removed and potentially <br />replaced with water spray play elements that meet health and safety requirements. <br /> <br />Accessibility Improvements to City Facilities. Since the implementation of <br />Section 504 of the Rehabilitation Act of 1973 and the subsequent passage of the <br />Americans with Disabilities Act (ADA), the City of Eugene has been making <br />accessibility improvements to City-owned facilities. Since the enactment of the ADA, <br />the City has developed and implemented several phases of the ADA Transition Plan. <br />The Transition Plan is based on a comprehensive review of all City-owned facilities <br />to identify architectural barriers. The element of the Plan dealing with City buildings <br />is reviewed and approved by the City's Facility Board. Several improvements in <br />Phase 6 need to be completed and funding will be allocated for fiscal year 2005/06. <br /> <br />The development of Phase 7 will begin soon and is expected to be completed in <br />fiscal year 2007/08. CDBG funds for implementation would then be requested for <br />accessibility projects in fiscal year 2008/09. City buildings, for the most part, have <br />been made accessible. Phase 7 will focus on accessibility improvements in parks <br />and other outdoor recreation areas. Use of CDBG funds for barrier removal in <br />existing park facilities and recreation areas can be done on a city-wide basis. Other <br />more broadly interpreted accessibility improvements, such as the installation of <br />accessible play equipment and hard surfaces, can only be funded with CDBG funds <br />if the parks are located within eligible neighborhoods. <br /> <br />Another element of the ADA Transition Plan is the reconstruction of street corners <br />city-wide to include ADA accessible curb ramps. This program has traditionally been <br />funded at $50,000 to $75,000 annually. The draft Six-Year CIP assumed that <br />$60,000 in CDBG funding would continue through the next six years, beginning in <br />fiscal year 2006/07. <br /> <br />Trainsong Neighborhood Focus.
