<br /> CB No. 2771--An ordinance concerning noise disturbance; amending <br /> e Sections 4.080, 4.083, 4.084, and 4.990 of the <br /> Eugene Code, 1971; and declaring an emergency. <br /> Ms. Wooten moved, seconded by Ms. Schue, that the bill be <br /> read the second time by council bill number only, with unanimous <br /> consent of the Council, and that enactment be considered at this <br /> time. Roll call vote; the motion carried unanimously, 8:0. <br /> Council Bill 2771 was read the second time by council bill number only. <br /> Ms. Wooten moved, seconded by Ms. Schue, that the bill be <br /> approved and given final passage. <br /> Councilor Wooten stated that, while she supported and agreed with the proposed <br /> ordinance, she was concerned that the City should be careful about enforcing <br /> "overeager" ordinances such as those prohibiting walking barefoot or eating in <br /> public. Mr. Whitlow did not see this as a problem. He said staff could <br /> present a report on the practical effect of the ordinance. Captain DeForrest <br /> said the Police Department shared Ms. Wooten's concerns. He said the department <br /> would look to several options before enforcement of the ordinance. <br /> Roll call vote; all councilors present voting aye, the bill was <br /> declared passed (and became Ordinance No. 19274). <br /> Councilor Obie adjourned the meeting of the Eugene City Council at 8:30 p.m. <br /> and convened the meeting of the Urban Renewal Agency of the City of Eugene. <br /> e <br /> IX. EXTENSION OF AX BILLY OPTION AGREEMENT (memo, resolution distributed) <br /> Assistant City Manager David Whitlow introduced the agenda item. He explained <br /> that staff considered the resolution to extend the option agreement between <br /> Robert Bennett and the Eugene Renewal Agency a routine item. He added that <br /> staff was present to answer any questions of the council. <br /> Res. No. 906--A resolution of the Urban Renewal Agency of the <br /> City of Eugene authorizing execution of a third <br /> modification to option agreement. <br /> Ms. Wooten moved, seconded by Ms. Schue, to adopt, as the <br /> Urban Renewal Agency, the resolution. <br /> Councilor Ehrman stated that she would abstain because of a possible conflict <br /> of interest.
