<br /> X. BONNEVILLE POWER ADMINISTRATION AGREEMENT (memo, draft agreement <br />e distributed) <br /> City Manager Michea1 Gleason introduced the agenda item. Jim Farah of the <br /> Planning Department presented the staff report. Referring to the Planning <br /> Department memorandum of December 6, 1984, Mr. Farah said the proposed <br /> agreement will provide the ability for the Bonneville Power Administration <br /> (BPA) to participate in local comprehensive planning processes to perform <br /> power line alignment. He said he appreciated the efforts of BPA in the <br /> development of the agreement. He added that Robert Beraud and Linda Krugel <br /> of BPA were present to answer any questions of the council. <br /> Councilor Wooten said she was pleased that BPA will be working cooperatively <br /> with the City. Referring to the draft agreement, she asked if item 1 <br /> actually meant that BPA would work with the City to determine an alternate <br /> route for the power line alignment deferred from Spencer Butte. Mr. Farah <br /> responded that BPA will be working through the Metropolitan Plan to identify <br /> an alignment for the southern 230 kV line. Mr. Beraud said that BPA did <br /> build lines of less than 230 kV; however, he said the 230 kV level appeared <br /> to be a good point at which to distinguish the activities of BPA and the <br /> local authorities. <br /> Councilor Hansen suggested that the first paragraph on page 2 of the agree- <br /> ment should be revised to read "in the Eugene-Springfield area. . . II <br /> Mr. Farah agreed, stating that the City of Springfield will also be a signer <br /> of the contract. In response to a question by Councilor Dbie, Mr. Gleason <br />e stated that the agenda item did not require council action. Councilor Obie <br /> said he appreciated the cooperation and willingness of BPA to work with <br /> Eugene and Springfield. <br /> XI. FINDINGS RE: ANNEXATION/ZONE CHANGE REQUEST (Emilia Coven) (AZ 84-1) <br /> City Manager Michea1 Gleason introduced the agenda item. He suggested that <br /> the council review the draft findings distributed to the council in prepa- <br /> ration of any action. <br /> Mayor Keller stated for the record that Michael Farthing, 975 Oak Street, <br /> and Albert Erickson, 1734 Sweetbriar Lane, were present to speak in oppo- <br /> sition to the adoption of the findings. Mayor Keller explained that the <br /> agenda item was not scheduled as a public hearing. <br /> Councilor Holmer questioned what process would be followed after the pro- <br /> perty was rezoned. He said he understood that the conditional use permit <br /> will be determined by the Hearings Official, with any appeal going to the <br /> Planning Commission. He requested that the council be notified of the <br /> scheduled hearing date for the CUP and that the council receive a copy of <br /> the findings by the Hearings Official.
