<br /> Mr. Miller suggested two changes in priorities. He said the Highway 99 North <br /> e . from Garfield to Beltline project should have a Number 2 priority so that it <br /> would be constructed before the 6th-7th Extension West 11th to Garfield <br /> project which should have a Number 3 priority. He also said the priority <br /> order of the Chambers Connector and the Delta/Beltline Interchange in the <br /> Lane County projects should be reversed. Ms. Andersen explained that the <br /> rationale for staff proposals was that the Highway 99 North project will not <br /> increase the capacity of the road while the 6th-7th Extension will create a <br /> road that does not exist now and will permit development. <br /> Mr. Miller said Highway 99 is not in good condition. It has been included in <br /> the Eugene Agenda. He also discussed the condition of West 11th Avenue and <br /> said it needs attention regardless of what is done about 6th and 7th <br /> Avenues. He said West 11th is hazardous and should be widened and/or the <br /> left turn lanes should be added. Ms. Andersen noted that West 11th is a City <br /> street. Mr. Miller also discussed another hazardous area from the Valley <br /> River access south on 1-105. He said people must merge left on a curve. <br /> Mayor Obie favored giving the Highway 99 North project a Number 2 priority <br /> and the 6th-7th Extension a Number 3 priority. Responding to another <br /> Question, Ms. Andersen said Springfield and Lane County officials would have <br /> to be consulted if the Franklin Boulevard access project were added to the <br /> proposal. Improvements to the Ferry Street Bridge could be proposed as an <br /> off-systems project because it is not a State facility, however, due to the <br /> high cost, it is unlikely to be given consideration by the State. <br /> e Ms. Wooten moved, seconded by Mr. Hansen, to support the <br /> concept of a unified metro-area highway program, adopt the list <br /> of projects in the October 18, 1985, memo to the Mayor and City <br /> Council concerning the ODOT Six-Year Highway Improvement <br /> Program with the following changes: <br /> 1. the Highway 99 North project should have a Number 2 <br /> priority and the 6th-7th Extension should have a Number 3 <br /> pri ori ty, and <br /> 2. the staff should negotiate with Springfield and Lane County <br /> officials for the addition of the Franklin Boulevard access <br /> to the proposal. <br /> The motion carried unanimously, 7:0. Mr. Rutan had left the <br /> meeting. <br /> Mayor Obie changed the order of the agenda. <br /> V II.
