Capacity Method 1 <br />Capacity Method 1 was applied to partially vacant land the same way it <br />was applied to vacant land (in section 4.1.1), beginning with the amount of <br />partially vacant residential acres, excluding any constrained, protected or <br />committed areas, within the current UGB from the BLI. <br />Table 49 shows the estimate of partially vacant land used in Capacity <br />Method 1. <br />Table 49. The average density assumptions are presented in Table 50. <br />These density assumptions are based on densities achieved residential <br />developments inside the City's current UGB over the 2001 to 2012 period <br />from Table 8. The City used the same density assumptions as it used for <br />vacant land. <br />Table 50. The City used the <br />same net -to -gross conversion factor as it used for vacant land.
