Roll call vote; the <br />motion carried, 7:0:1, with Councilor MacDonald abstaining. <br /> <br />II. <br /> <br />PUBLIC HEARING: APPROVAL OF CAPITAL IMPROVEMENT PROGRAM <br /> <br />City Manager Mike Gleason introduced the topic. Cathy Czerniak, Planning and <br />Development Department, reported on the issue. The purpose of the public <br />hearing is to adopt the draft Capital Improvement Program (CIP) for fiscal <br />years 1991-92 through 1996-97. The CIP differs from the Capital Budget in <br />that the CIP is a planning tool through which needed improvements to the <br />City's facilities are identified, prioritized, priced, and discussed with the <br />community. As a result of Measure 5, the CIP will be useful in strategic <br />financial planning discussions within the community regarding levels of ser- <br />vice, capital projects, and sources of revenue for the future. <br /> <br />Ms. Czerniak reported that both the Planning Commission and the Budget Com- <br />mittee have reviewed and recommended approval of the draft CIP with modifica- <br />tions. The Planning Commission recommended approval of the draft plan with <br />the inclusion of Errata Sheet A which outlines funding changes to the Highway <br />99N, Roosevelt-to-Beltline improvement project. The Budget Committee recom- <br />mended approval of the draft CIP incorporating errata Sheets A and B.
