<br />e <br /> <br />18th Avenue Bike/Pedestrian Overcrossing and the Greenway Bike Path projects. <br />Ms. Czerniak noted that if the council chooses to move those projects for- <br />ward, staff recommends that it do so without making other adjustments to <br />projects at this time. Staff was available to answer questions. <br /> <br />Mayor Miller opened the public hearing. <br /> <br />Mort Turnbull, 2685 Turnbull Lane, submitted written testimony expressing <br />concerns with the City's ability to provide emergency medical services to the <br />residents of the Willakenzie/Cal Young neighborhoods. He provided a brief <br />history of Station 6 and on behalf of the Cal Young Neighborhood Association <br />made two requests: 1) that essential upgrades to Station 6 not be dependent <br />upon prior construction of Station 2 or the upgrading of Station 10 and 2) <br />that upgrades to Station 6 and associated funding be completed as soon as <br />possible. <br /> <br />Wally Donnelly, 2090 Providence Street, representing the Cal Young Neighbor- <br />hood Association, voiced concern with emergency medical service response <br />times in his neighborhood and urged the City to reconsider its past decision <br />regarding Station 6. <br /> <br />Tom Wolterink, 2934 SW Fairmount Boulevard, Portland, speaking as a consul- <br />tant of the Valley River Inn, urged the council to continue to study all <br />means of improving traffic flow in the Valley River Inn area. He stated that <br />improved traffic flow is needed for citizens' health and safety, as well as <br />for logistical reasons. He also encouraged the council not to eliminate any <br />of the pedestrian/bike pathways in the area. <br /> <br />Jean Holtham, 389 North Polk Street, supported the elimination of the pro- <br />posed Valley River Bridge study, highlighting the adverse aesthetic impacts <br />an additional automobile bridge would have on a residential area. In light <br />of the fuel shortage, she said that the City should do everything possible to <br />promote bicycle usage. <br /> <br />-- <br /> <br />Richard Guske, 1005 Clark Street, stated that residents of the Whiteaker <br />neighborhood support, for health and safety reasons, the Budget Committee's <br />recommendation to eliminate any further study of the proposed Valley River <br />Bridge. <br /> <br />James Fish, 296 North Grand, testified in support of eliminating the Valley <br />River Bridge study. <br /> <br />Jeff Lake, 345 N Grand, spoke in opposition to the Valley River Bridge study <br />and urged the council to stop all future consideration of constructing an <br />additional bridge in the area. <br /> <br />Jan Wostmann, 2645 Riverview Drive, testified on behalf of the Laurel Hill <br />Neighborhood Association in favor of approval of the draft CIP with the in- <br />clusion of the Budget Committee's recommendations.
