<br />e <br /> <br />ously and believes that the City should take actions to encourage alternate <br />modes of transportation usage. <br /> <br />Cheryle Hawkins, 1350 Bailey Avenue, spoke on behalf of the Whiteaker Commu- <br />nity Council in support of the draft CIP with the Budget Committee's amend- <br />ments. She said that the Valley River Bridge study is premature, and noted <br />that a comprehensive study of the area needs to be undertaken to help identi- <br />fy all factors which contribute to traffic congestion in the area. She said <br />she felt that inadequate public notice was given for this hearing. She also <br />stated that the draft CIP should be revised to include the entire list of <br />Maurie Jacobs Memorial Park improvements. <br /> <br />Ricar West, 1345 Bailey Avenue, submitted written testimony presented by <br />Cheryle Hawkins, in favor of withdrawing the proposed Valley River Bridge <br />study from the CIP. <br /> <br />Richard Wright, 1043 Mill Street, testified in favor of the $25,000 alloca- <br />tion within the CIP for street-tree planting. He commended the City on its <br />decision to hire an urban forester and its commitment and support of the Tree <br />Commission. <br /> <br />e <br /> <br />Carl Vanderzanden, 95 North Polk, spoke in favor of eliminating the Valley <br />River Bridge study from the CIP and urged the City to take a comprehensive <br />approach to transportation planning. <br /> <br />Howard Bonnett, 1835 East 28th, read a statement on behalf of the Fairmount <br />Neighborhood Organization in support of the Budget Committee's recommended <br />modifications to the draft CIP, particularly the elimination of the Valley <br />River Bridge study. <br /> <br />Jennifer Hodgen, 176 North Grand, spoke in favor of eliminating the Valley <br />River Bridge study from the CIP now and in the future. <br /> <br />Ceila Levine, 285 Owosso, concurred with those who spoke before her and ex- <br />pressed concern about the impact that removal of the Greenway Bike Bridge <br />would have on the environment. She encouraged the City to retain this bridge <br />as a pedestrian/bicycle transportation pathway. <br /> <br />Gary Adams, 331 Maple Street, voiced concerns about the Maple Street improve- <br />ment project (on page 156 of the draft CIP) and the impact assessments would <br />have on his house payments. He urged the City to re-evaluate the ratio of <br />house assessments to Systems Development Charges (SDCs), taking into account <br />the economic nature of the neighborhood being assessed. <br /> <br />Gwen Heineman, 331 Maple Street, concurred with Mr. Adam's concerns about the <br />proposed Maple Street reconstruction. She objected to the sizable cost of <br />the improvement project and the impact it would have on house payments in the <br />neighborhood. She noted that many of the residents do not support the plan <br />and said that if the City still believes that reconstruction of Maple Street <br />is necessary, the bulk of the cost should not be borne by neighborhood resi- <br />dents. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 28, 1991 <br /> <br />Page 4 <br />
