Roll call <br />vote; the motion passed 5:3, with councilors Rutan, MacDonald>> <br />Bascom, Robinette, and Bascom voting aye; and councilors <br />Nicholson, Ehrman, and Green voting against. <br /> <br />Mr. Gleason pointed out that budget preparation and the Eugene Decisions <br />processes were being carried out simultaneously. He said any simplification <br />of the budget process would make the February deadline for Eugene Decisions <br />that much more realistic. He said it was natural to try to focus on issues <br />which could be helped immediately by an influx of revenue but that to ap- <br />proach budgeting in this manner would adversely affect Eugene Decisions. <br /> <br />Mr. Boles said simplification of the budget process could not necessarily <br />ensure that Eugene Decisions would be completed by February. In addition, he <br />said some community concerns could be resolved through immediate budgetary <br />measures without harming the Eugene Decision process. <br /> <br />II. APPROVAL OF INTERGOVERNMENTAL RELATIONS COMMITTEE MINUTES OF APRIL 10, <br />1991 <br /> <br />Mr. Rutan moved, seconded by Mr. Boles, to approve actions <br />taken by the Intergovernmental Relations Committee in its <br />meeting of April 10, 1991, as reflected in the minutes as <br />amended, and minus those actions deleted. <br /> <br />Mr. MacDonald asked that the third paragraph on page 11 of the Intergovern- <br />mental Relations Committee minutes of April 10, 1991, be changed to read: <br /> <br />"He said he had contacted representatives of the two groups identified <br />as possibly in opposition, and found that neither group planned to <br />oppose the bills. He expressed concern that these two groups have <br />been regularly identified as possibly in opposition without adequate <br />staff analysis." <br /> <br />Bills deleted from the minutes for future full council consideration includ- <br />ed: HB2884; HB2743; HB3439; SB0738; SB0739; HB3418; SB1082; and SB0692. <br /> <br />The motion passed unanimously, 8:0. <br /> <br />III. HOUSE BILL 2884--ALLOWING COUNTIES, CITIES, AND DISTRICTS TO SUE IF <br />FALSE STATEMENTS LED TO DEFEAT OF MEASURE WHICH COUNTY, CITY, OR <br />DISTRICT REFERRED <br /> <br />Mr. Rutan said he did not support the staff recommendation on HB2884. He <br />said this bill could cause the City to be involved in litigation with citizen <br />groups. In addition, he said passage of the bill was not overly important to <br />staff.
