<br />e <br /> <br />- <br /> <br />e <br /> <br />Mr. Boles moved, seconded by Mr. Green, that the bill be ap- <br />proved and given final passage. <br /> <br />Mr. Nicholson pointed out that exempting properties from property taxes is an <br />indirect method to raise property taxes of other property owners without a <br />public vote. Ms. Bascom noted that the exemption is for a period of ten <br />years. <br /> <br />Roll call vote; all councilors present voting aye, the bill <br />was declared passed and became Ordinance No. 19838. <br /> <br />Res. No. 4311--A resolution concerning the Multi-Unit Rental <br />Property Tax Exemption Program and amending <br />Attachment 1 to Exhibit A of Resolution No. <br />4109 by the City Council on February 13, 1989. <br /> <br />Mr. Boles moved, seconded by Mr. Green, to adopt the resolu- <br />tion. Roll call vote; the motion passed unanimously, 7:0. <br /> <br />X. PUBLIC HEARING ON HISTORIC PRESERVATION ORDINANCE REVISIONS (CA 91-5) <br /> <br />City Manager Mike Gleason introduced the topic and said Teresa Bishow, Plan- <br />ning and Development Department, was present to answer questions. <br /> <br />Mayor Miller opened the public hearing. There being no requests to speak, <br />the public hearing was closed. <br /> <br />CB 4373--An ordinance concerning historic landmarks and his- <br />toric property; amending Sections 2.406, 2.1990, <br />9.488, 9.489, 9.490, 9.491, 9.608, and 9.1190 of the <br />Eugene Code, 1971; amending and renumbering Sections <br />2.402, 2.403, 2.407, 2.408, 2.409, 2.411, 2.412, <br />2.413, and 2.414 of that code. <br /> <br />Mr. Boles moved, seconded by Mr. Green, that the bill, with <br />unanimous consent of the council, be read the second time by <br />council bill number only, and that enactment be considered at <br />this time. Roll call vote; the motion passed unanimously, <br />7:0. <br /> <br />Council Bill 4373 was read the second time by number only. <br /> <br />Mr. Boles moved, seconded by Mr. Green, that the bill be ap- <br />proved and given final passage.
