Roll call vote; the motion passed unanimously, 6:0. Council Bill 4399 was read the second time by number only. Mr. Boles moved, seconded by Mr. Rutan, that the bill be approved and given final passage; Roll call vote; all coun- cilors present voting aye, the bill was declared passed and became Ordinance No. 19864. IV. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED IN THE RIVER ROAD AREA CAZ 92-6. ROBERT AND CAROL DICK) City Manager Mike Gleason introduced the topic. Cathy Czerniak, Planning and Development Department, presented the staff report on the request for annex- ation and rezoning. The request was submitted by the property owners, who intend to partition the property and develop the new parcel with infill development. County staff requested that an adjacent parcel that is surplus County property be included in the annexation to make it development-ready. The request is consistent with City of Eugene policies. The Planning Commis- sion held a public hearing on the item, and recommended approval. e Mayor Miller opened the public hearing. There being no requests to speak, the public hearing was closed. Res. No. 4340--A resolution furthering annexation to the city of Eugene and the Lane County Metropoli- tan Service District for property located along Park Avenue, west of Filbert Avenue. Final Order AZ 92-6--A final order rezoning the property from County RA/UL to City R-l. Mr. Boles moved, seconded by Mr. Rutan, to adopt the resolu- tion and final order. Roll call vote; all councilors present voting aye, the resolution and final order were adopted. V. ORDINANCE AUTHORIZING ACQUISITION OF STREET RIGHTS-OF-WAY AT THE INTERSECTIONS OF COBURG ROAD AND BAILEY LANE, AND COBURG ROAD AND CAL YOUNG ROAD City Manager Mike Gleason explained that the City needs a small right-of-way for the signal arms that are being constructed at Coburg Road and Bailey Lane. e MINUTES--Eugene City Council July 27, 1992 Page 3 7:30 p.m.
