<br />e CB 4400--An ordinance authorizing the institution of pro <br /> ceedings of eminent domain for the acquisition of <br /> property interests at the intersections of Coburg <br /> Road and Bailey Lane, and Coburg Road and Cal Young <br /> Road for the purpose of installing traffic signals; <br /> and declaring an emergency. <br /> Mr. Boles moved, seconded by Mr. Rutan, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at <br /> this time. Roll call vote; the motion passed unanimously, <br /> 6:0. <br /> Council Bill 4400 was read the second time by number only. <br /> Mr. Boles moved, seconded by Mr. Rutan, that the bill be <br /> approved and given final passage; Roll call vote; all coun- <br /> cilors present voting aye, the bill was declared passed and <br /> became Ordinance No. 19865. <br /> VI. ORDINANCE CONCERNING METROPOLITAN INDUSTRIAL lANDS SPECIAL STUDY <br /> City Manager Mike Gleason introduced the topic. Gary Chenkin, Planning and <br /> Development Department, stated that the one remaining issue regarding the <br /> Metropolitan Industrial lands Special Study is whether to allow business parks <br />e in Eugene's I-I and 1-2 districts. If Priority One Implementation Strategies <br /> 4 and 5 in the amended policy report are adopted in their current form, the <br /> City would have to adopt changes to its I-I and 1-2 districts to allow <br /> business parks with the prescribed maximum areas. Mr. Chenkin said staff <br /> recommends consideration of business parks when the zoning ordinance itself is <br /> discussed, rather than now in the plan process. <br /> In response to Mr. Boles' question, Jenny Sirnio, Eugene Planning Commission, <br /> stated that although the Planning Commission did not vote on the issue, it <br /> agreed with staff's recommendation. She said the commission desires more <br /> input before a final decision about business parks is made. Mr. Boles asked <br /> whether the plan is not intended to provide clear guidance to all involved <br /> parties, rather than leaving the decision to be worked out between staff and <br /> financially interested parties. Ms. Sirnio responded that the Planning <br /> Commission expects the definition of business parks and the necessary changes <br /> to the Eugene Code to come before it in a public hearing. <br /> Bill Gary, City Attorney's Office, stated that if the council wishes to accept <br /> staff's recommendation, the proper procedure is to amend the Metropolitan <br /> Industrial lands Special Study and then consider first reading of the bill. <br /> Ms. Ehrman stated that the business park floor area maximum percentage figures <br /> in Implementation Strategy 5 and the draft industrial zoning district revi- <br /> sions are confusing and should be avoided.
