Mr. Chenkin ex- <br /> plained that the percentage figures in the original Implementation Strategy 5 <br /> wording have been replaced with less prescriptive language that directs staff <br /> to work toward the business park concept, using code language as the basis for <br /> discussions with interested parties. <br /> Mr. Nicholson expressed his opinion that the original language is insuffi- <br /> ciently prescriptive. <br /> Jan Childs, Planning Director, stated that if the council adopts the substi- <br /> tute Implementation Strategies 4 and 5 language, the business park concept <br /> will be sent back through the Planning Commission process for hearings on the <br /> specific zoning code amendment. The industrial lands study does not include <br /> the Code amendments concurrent with the adoption of the study. Mr. Nicholson <br /> asked what would happen in the interim between council adoption of the <br /> substitute language and a Planning Commission hearing on the business park <br /> concept. Ms. Childs replied that the existing code language, which does not <br /> allow business parks, remains in effect until and unless the council amends <br /> it. <br /> Mr. Boles moved to amend Metropolitan Lands Special Study <br /> Inventory and Policy Recommendation and Policy report by <br /> replacing Priority One Implementation Strategies 4 and 5 <br /> concerning business park and campus industrial zones with the <br /> language set forth on page 2 of agenda item summary VI of the <br />e council agenda dated July 27, 1992. <br /> Roll call vote; the motion passed 5:1 (Mr. Boles opposed). <br /> Mr. Boles moved, seconded by Mr. Rutan, that the bill as <br /> amended with unanimous consent of the council, be read the <br /> second time by council bill number only, and enactment be <br /> considered at this time.
