Mr. Lawrence <br /> stated that the project will aid in meeting the priorities established in the <br /> Comprehensive Housing Affordability Strategy (CHAS) for construction of 30 SRO <br /> units per year; supports council goals by creating permanent low-income <br /> housing units; and has received support from the Housing Policy Board, Lane <br /> County Commissioners, and the State of Oregon. <br /> In response to Mr. Boles' question whether SVDP intends to undertake similar <br /> projects outside the west side of inner-city Eugene, Kevin Ko of SVDP stated <br /> that his organization plans a similar project in Springfield, and has several <br /> other projects in West Eugene and Springfield. Mr. Boles responded that <br /> although he supported the tax exemption, other wards should accommodate more <br /> low-income housing. <br /> Ms. Bascom noted that the project has been named the Mary Skinner Apartments <br /> after an early female resident of Eugene, and Mayor Miller presided at the <br /> dedication. She expressed pleasure that the City could provide support. <br /> Res. APPOINTMENTS: CONSIDERATION OF MAYOR MILLER'S NOMINATION TO THE <br /> HISTORIC REVIEW BOARD <br /> Mr. Boles moved, seconded by Mr. Rutan, to appoint Nancy <br /> McFadden to the Historic Review Board. Roll call vote; the <br /> motion passed unanimously, 6:0. <br /> IX. HISTORIC REVIEW BOARD WORK PROGRAM FY92-93 <br /> City Manager Mike Gleason introduced the topic. Teresa Bishow, Planning and <br /> Development Department, presented the staff report. The FY92-93 work program <br /> of the Historic Review Board (HRB) will help obtain outside sources of revenue <br /> for program activities; administer regulatory aspects of the Eugene Code <br /> affecting historic properties; complete cultural resource inventories; review <br /> and evaluate City plans, policies, and changes to the City Code affecting <br /> historic preservation; and prepare educational materials and encourage local <br /> historic preservation activities. The program is estimated to cost $70,000. <br /> Contributions to the program are estimated at $30,000, the majority in the <br /> form of a grant from the State Historic Preservation Office.
