<br /> Mr. Pompel of the Parks Department quoted School District 4-J Superintendent <br /> Payzant, saying "it is hard to sail a ship with two captains." Mr. Payzant <br /> had felt it would be best for one body to be responsible for administration <br /> with direction given by the other. Mr. Pompel stated there was even a school <br /> district recommendation that the ultimate decision-making body for policy - <br /> formulation be the School Board, with consent of the City of Eugene. The <br /> advisory committee felt that approach weakened the City's position and suggested <br /> it read, " the School Board and the City of Eugenfi". It would then give <br /> . . . <br /> both agencies equal strength in deciding what the programs would be, leaving <br /> the administration to the school district. Mr. Bradley felt, however, that, <br /> since the Council has no authority over the School District, the wording should <br /> be changed as suggested above. Mr. Williams' only concern would be that, if <br /> Council is dissatisfied with some segment of the program, they would know who <br /> to look to if administered by only one body. Mrs. Shirey, on the other hand, <br /> felt that the City Manager should be included as it would be a good link if the <br /> Council needed to touch base on any issue involved with the program. <br /> Mr. Murray moved seconded by Mrs. Beal to adopt the School District 4-J <br /> and City of Eugene Policy Statement on Community Schools with one change COlPm <br /> as noted. Recommendation of Housing and Community Development Corrunission on Revenue Sharing <br /> for Rehabilitation Hardship Fund <br /> On October 2 the HCDC recommended money be allocated to aid special hardship <br /> , cases for tenants affected by rehabilitation. As Mrs. Niven explained, one real <br /> ,problem existing with respect to urban renewal has been that programs for <br /> community benefit have often decreased the supply of housing for those with <br /> limited incomes. In setting the rehabilitation program in motion, there was <br /> concern about falling into this same trap again. In that regard, it was <br /> suggested that, in the instance of renters who by virtue of rehabilitation e <br /> have a portion of their rent increased to a point where it becomes more than <br /> , 35% of their income, the City might pick up the difference for two years while <br /> helping to get those affected on a proper list for obtaining some sort of <br /> subsidized housing. If the amount of rent should ~ncrease but in an amount <br /> less than 35%, the Corrunission proposes that nothing be done. The program would <br /> stipulate, too, that the investor sets limits on the amount of rent increase. <br /> Mr. Bradley wondered about source of revenue for the program. Mrs. Niven <br /> explained it would come from the $150,000 set aside from revenue sharing for <br /> housing assistance. This is the first proposed use of that money and only <br /> $25,000 is being requested. <br /> Mr. Murray moved seconded by Mrs. Beal to accept the recommendation of Comm <br /> the Housing and Community Development Corrunission to use revenue sharing approve <br /> funds for rehabilitation hardship cases. Motion carried unanimOusly. 11-19-75 <br /> D.Petition - Sanitary Sewer to Serve Carlile Estates Subdivision - The property <br /> to be assessed is totally within the subdivision. Therefore, there is 100% <br /> support for the petition. <br /> Mrs. Beal moved seconded by Mr. Hamel to accept the petition.
