Mayor Anderson suggested an explanation of the present assessment procedure should people present have doubts about the manner in which costs were levied. Assistant Manager gave aste~by-step explanation of the procedure for levying assessments after completion of a project - calculations, notices of assessment, etc. He noted that it would be almost a year after completion of the project before assessment notices go out. At that time property owners would be advised also of the methods available to pay the assessment, including Bancrofting, deferment of payment for those eligible, etc. Mayor Anderson asked whether a revised assessment method would apply to this project if a Charter amendment making a change was adopted in the November general election. Assistant Manager answered that at this point it was a matter of entering into a con- tract with the property owner, there wpuld be some question about a waiver. Stan Long, assistant city attorney, was skeptical but wanted to research the question before giv- ing an opinion. Mr. Allen cautioned that such an approach would make retroactive all projects under contract at this time. Rollcall vote was taken on the motion as stated. Motion carred - Council members Haas, Beal, Murray, and Hamel voting aye; Councilwoman Shirey voting no. 2.
