Assistant <br />Manager gave aste~by-step explanation of the procedure for levying assessments after <br />completion of a project - calculations, notices of assessment, etc. He noted that it <br />would be almost a year after completion of the project before assessment notices go out. <br />At that time property owners would be advised also of the methods available to pay the <br />assessment, including Bancrofting, deferment of payment for those eligible, etc. <br /> <br />Mayor Anderson asked whether a revised assessment method would apply to this project <br />if a Charter amendment making a change was adopted in the November general election. <br />Assistant Manager answered that at this point it was a matter of entering into a con- <br />tract with the property owner, there wpuld be some question about a waiver. Stan Long, <br />assistant city attorney, was skeptical but wanted to research the question before giv- <br />ing an opinion. Mr. Allen cautioned that such an approach would make retroactive all <br />projects under contract at this time. <br /> <br />Rollcall vote was taken on the motion as stated.
