He said <br /> too that staff feels efforts to alleviate the side-street traffic would <br /> be successful but that relocating the cruising to some other locale would <br /> hpve a more serious impact because of higher residential density in other <br /> areas. <br /> Glen Stadler disagreed that an individual has a constitutional right to drive <br /> a' car - he contends it is a privilege. Captain Larion responded he meant <br /> that law enforcement officers cannot prevent an individual from driving <br /> on a particular street as opposed to another street. <br /> Mr. Bradley suggested looking at theproblem in terms of education of the <br /> youngsters now so that their desired activities will not include "dragging <br /> the gut" by the time they reach driving age. He also suggested that perhaps <br /> the business people on Willamette could block off their parking lots on Friday <br /> and Saturday, or perhaps some "substitute dragging the gut" areas could be <br /> established. He also mentioned the possibility of the City's Technology <br /> Coordinator working on the problem. "He has come up with other innovations <br /> which have impressed me", said Mr. Bradley. <br /> Sam Silvermoon, 47~ w. 25th, wondered about enforcement efforts due to high <br /> noise level. captain Larion said many of the arrests were due to a noise <br /> violation. <br /> Mr. Haws suggested that the problem might best be assigned to the new Youth <br /> Commission. -- <br /> Mayor Anderson does not feel the whole problem should be dumped in the <br /> Youth commission's lap. He feels they could be involved in the process <br /> along with residents, police, traffic department, etc. and he feels too that <br /> neighborhood groups could render valuable assistance. <br /> At Mayor Anderson's suggestion, it was understood the matter would be brought <br /> back to the September 22 Commi ttee meeting; in the meantime, Council can <br /> consider various proposals for studying the problem. <br /> X - Annexation of property belonging to Lane County, Dale Fisher and S.P. <br />Com 9/15/76 Transportation Company between S.P. tracks, Franklin Blvd. and Henderson <br />Pub Hrg Street (Lane County) (A76-9) <br /> Recommended by Planning commission September 13. Motion <br /> carried, all council members present voting aye except Mr. Hamel <br /> abstaining. <br /> XI - Rate Increase - Airport Limousine Service - Reports have been distributed to <br />Com 9/15/76 .Council indicating that the Airport Department recommends a 20% increase in <br />Pub Hrg service between the airport and the Eugene Hotel.
