Motion carried unanimously. <br />IX - Friendly Neighbors Petition Re: "Dragging the Gut" - Letter accompanying <br />Com 9/15/76 petitions has been distributed to Council along with Public Works Department <br />Affirm menrJ and menrJ Erom Manager's office outlining the history oE "dragging the <br /> gut" on Willamette. <br /> The problem began in 1940 and -has nrJved southward as street improvements were <br /> made. Assistant Manager said that the majority oE misdemeanor arrests occur <br /> in that area. StaEf is not totally optimistic about reducing the problem to a <br /> satisfactory level and Eeels caution should be exercised so as not to simply <br /> displace the problem to a far worse location. <br />. Jon Sil vermoon, 47~ W. 25th, stated he has been working with Public Works <br /> on the problem of traffic on the side streets. Meetings have been held in <br /> the neighborhood as well. Mr. Silvermoon said the problem seems to be more than <br /> one of law enforcement. He added that, in talking to SOme of the cruisers, they <br /> have said they would do it in spite of law enforcement, some said they would go <br /> to a speedway if available and some would favor a night club for minors. Mr. <br /> Silvermoon asked that Council commit itself to solving the problem. <br /> Rosalie Lemert, 10 E. 40th, agreed with Mr. Silvermoon that there is merit in <br /> developing alternatives as well as continuing the law enforcement effort. <br /> Virginia Gregory, 2760 Willamette, Manager of the Olympic Villa Apartments, <br /> stated her tenants feel they are getting a "raw deal", that some other area of <br /> town should "host" the problem for a time. <br /> City Manager noted that, in staff discussions, suggestions have included <br /> redesign oE the street, as well as stepping up oE police enforcement activity. <br /> Acting Police Chief Pat Larion said the problem cannot be totally eliminated <br /> in a free society. All that can be done is to attempt to bring the problem <br /> within at least tolerable limits. The Police Department has assigned seven <br /> officers to the area both Friday and Saturday nights to handle violations. <br /> Captain Larion said that several years ago 40 police personnel set up road <br /> blocks and cleared the area in about l~ hours. As a result, someone wrote <br /> to the attorney general saying the right to drive on a public street was <br />- violated; the attorney general then responded that the police were constitutionally <br />. wrong in their actions.
