Lane County Social Services Advisory Committee - Mrs. Beal expressed <br />Approve interest in filling the vacancy on the above commdttee. <br /> Mr. Keller moved seconded by Hr. Haws to recomnend appointment <br /> of Mrs. Beal to the County Social Services Advisory Committee. <br /> Motion carried unaninousl y. <br />Com 9/15/76 B. AFSCME Opposition to Charter Revision - Mrs. Beal requested explanation <br />File of AFSCME's recent action in expressing opposition to the revised charter <br /> provisions on collective bargaining. Community Relations Director <br /> explained that a statement by the city in response is being released to <br /> the media. "today" and Personnel Department has wri tten a letter to <br /> AFSCME as well. <br /> Manager further noted Personnel feels that Mr. Smith of AFSCME originally <br /> agreed to the charter revisions and then subsequently reversed his position. <br />Com 9/15/76 C. Skinners Butte Cross Inclusion in Charter - Mr. Bradley wondered if Council <br />File or staff had a position, in light of the recent Supreme Court decision <br /> upholding renr:>val of the cross, on whether it should be inc1 uded in the new <br />e- charter or weeded out. <br /> Manager has asked the City Attorney about a clause that, in the event the <br /> Supreme Court upheld the decision, there would be automatic deletion from <br /> the charter. The Attorney felt that could not be done since litigation was <br /> in process at that time. Now there can be no change since the revised <br /> charter has been presented to the voters. <br />Com 9/15/76 D. Citizen Interest Forms Month - Mr. Murray mentioned that October is Citizen <br />File Interest Form Month - time for letters to be sent to those whose terms are <br /> expiring as well as advertising for citizens interested in filling vacancies <br /> on boards and commissions during the year to complete a form. <br />Com 9/15/76 E. Speed Zoning - Council has previously discussed the subject of speed zoning <br />File and Mr. Murray wishes the subject re-opened in light of recent complaints <br /> he has received, particularly regarding Oak Patch Road. <br /> Manager explained the City has had problems, and is in a standoff deadlock, <br /> in resolving certain speed zoning matters with the State Speed Control <br /> Board. Staff suggests that the old and new Council meet in November along <br /> with staff to attempt to resolve conflicts with the State Board regarding <br /> unrealistic limits, etc. <br />Com 9/15/76 F. Air Pollution Resolution - The proposed resolution accepts the adoption of <br />Approve the State Implementation Plan for the phase-down of open field burning <br /> but suggests that no further open burning should be allowed after 1978. . <br />-- The State Plan reduces the acreage burned by open field methods to 50,000 <br />e acres by 1978. <br /> Mrs. Beal nr:>ved seconded by Hr.
