Mr. Ramel moved, seconded by Mr. Bradley, to <br />schedule public hearing on item A for April 11, 1977. Manager noted this <br />request has been withdrawn by the staff, as a subsequent <br />police report had been received requesting such withdrawal. <br /> <br />C. The Bavarian--444 East 3rd .(RMB, change from Restaurant) <br />Fred and Betty Van Herwaarden. Mr. Ramel moved, seconded <br />by Mr. Bradley, to approve the liquor license. Motion <br />carried unanimously. <br /> <br />Improvement Petitions <br />A. Paving, sanitary sewer, and storm sewer within 1st Addition to <br />Velkommen Park (1369). Assessable property totally within sub- <br />division; no city costs. <br />B. Paving, sanitary sewer, and storm sewer within W.C. Fields Plat; <br />assessable property within subdivision except sanitary sewer from <br />south boundary of subdivision to Crescent through tentative plat <br />of Crescent Moon; no city costs. <br /> <br />Mr. Hamel moved, seconded by Mr. Bradley, to authorize pro- <br />ceeding with the improvement petitions. Motion carried <br />unanimously. <br /> <br />- <br /> <br />Appeal of Denial by Planning Commission of Minor Partition (M 76-123) <br />.91 acre end of Horizon Road--S.W. Endicott <br />(Appeal statement distributed to Council) <br /> <br />rrr. Ramel moved, seconded by Mr. Bradley, to schedule a public <br />hearing for April 25, 1977. Motion carried unanimously. <br /> <br />Request by HCDC for approval of Standards and Guidelines for Implementing <br />HE 2342 <br />(Memo and materials distributed to Council) <br />Mr. Jon Mills-Erickson, Planning Department, indicated this was a <br />request for a resolution approval by the City Council concerning <br />local property tax exemption for rehabilitating residential property. <br />For the implementation it has required concurrence of School Districts <br />4-J and 52. Mr. Mills-Erickson noted the administrative process <br />included eligibility of property for limited assessment, rehabili- <br />tation improvements, reasonable rent, compliance with City Housing <br />Code, and a period of limited assessment of five consecutive assess- <br />ment rolls. He said the process to be followed would be that certi- <br />fication would be applied for, the city would check the records, the <br />person would do the rehabilitation improvement with city approval, <br />and then would receive the tax exemption. <br /> <br />Mr. Delay asked what the estimated cost to the city would be for this <br />proposed change.
