<br />the mayor had the appointment for numerous committees and subcommittees. . <br />and felt the problem seemed to be that some members of the City <br />Council felt that the mayor had too much power. <br /> <br />Ms. Smith withdrew her amendment, noting that her main concern was <br />to adopt the ordinance and resolution and concurred with the appoint- <br />ment power of the mayor. <br /> <br />Mr. Lieuallen reiterated his concern with the mayor's prerogative <br />of appointments over the Budget Committee. He said that the appoint- <br />ment power was a legitimate issue and that it needed to be discussed. <br />He felt by the mayor's appointment power there would be a very clear <br />drift of excluding certain elements of the community and said <br />that would relate to the appointment process by the mayor and he <br />was not going to be railroaded; therefore, he was going to vote <br />against the ordinance. <br /> <br />Mr. Obie supported the appointment power by the mayor. Mr. <br />Williams noted the Council had three choices before it: 1) the <br />mayor could appoint the members of the subcommittee; he felt this <br />was the best choice as the mayor was the only city-wide elected <br />official and would make the appointments far more legitimate; 2) <br />chairman of the Budget Committee could appoint, but that appointment <br />would be by a single individual and he asked if that would provide <br />any greater legitimacy; 3) appointment could be done by the Council; <br />it had been clearly demonstrated in the past that that becomes a <br />coin-flipping exercise because of the existing power blocks on the ~ <br />Council. He said it was very clearly his understanding that the ~ <br />mayor would be the one to do the appointing as he was the only city- <br />wide elected official representing the community. <br /> <br />Mr. Lieuallen said perhaps a better solution would be to break down <br />the membership of the committee and have the Budget Committee members <br />be appointed by the chairman of the Budget Committee; have the members- <br />at-large appointed by the mayor; and the City Council appoint its <br />membership. <br /> <br />Mr. Delay noted that with the mayor being the only city-wide elected <br />official, that would not make him in any way unique. He felt there <br />were compromises to be made and the diversity of the ward elections <br />for the City Council members would provide a broader diversity for <br />the membership on this committee. <br /> <br />Vote was taken on the motion, with Delay, Lieuallen and <br />voting no; Obie, Williams, Hamel, and Smith voting aye. <br />unanimous consent, C.B. 1462 was held over to May 9 for <br />reading. <br /> <br />Bradley <br />Lacking <br />second <br /> <br />Res.
