<br />Com 4/20/77 <br />Affirm <br /> <br />Com 4/20/77 <br />Affirm and <br />Approve <br /> <br />Com 4/20/7711. <br />Pub Hrg <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to adopt <br />the Legislative Subcommittee Report as written. <br /> <br />Mr. Obie arrived at the meeting. <br /> <br />e <br /> <br />Vote was taken on the motion, which carried unanimously. <br /> <br />F. Council Workshop Agenda--Manager asked Council for any additional <br />information for the agenda to be submitted in writing to him. <br />Mr. Lieuallen questioned whether there should be an item regard- <br />ing establishing goals; Mayor Keller responded that would be a <br />very lengthy item and the agenda looked rather long, perhaps if <br />time allowed that item could be taken up at the end of the <br />meeting. <br /> <br />Mr. Bradley requested that the action by Council about 1-1/2 <br />years ago in regard to Council procedures and actions be included <br />with the agenda, and reviewed to see if those understandings had <br />indeed been implemented. Manager agreed and said they would be <br />relevant to item two on the proposed agenda. Mr. Obie noted that <br />he felt that the establishment of goals would be an extremely <br />important and perhaps should be placed as first item on the <br />agenda. He also requested that the Council meet without staff <br />being present, and explore the evaluation process and procedures <br />for department heads and City Manager's Office; and the respon- <br />sibility of the City Councilor Mayor to evaluate the City <br />Manager. Stan Long, City Attorney's Office, indicated that he <br />would have to provide City Council with written instructions in <br />regard to the review of department heads, as under the City <br />Charter there are definite written implications for review. He <br />noted the City Council could review the evaluation procedures for <br />City Manager and Assistant City Manager. <br /> <br />- <br /> <br />G. Appointments: <br />1. Masonry Board (no Council approval needed): Ray Parmelee, <br />Masonry Contractor, 3-year term ending 1/1/80 <br />2. Boxing Commission (no Council approval needed): Hugh <br />Luby, W. W. Porter, Donald R. Barker, Dr. Luis Bianchini, <br />and Dr. Robert Glass, one-year term ending 1/1/78 <br />3. Electrical Board: Ermal Phillips, Journeyman Electrician, <br />3-year term ending 1/1/80 <br />4. Plumbing Board: Malcolm Manley, Robert Fegles, R. K. <br />Livingston, Warner Dallas, and Joel Goss; appointment for <br />one-year term ending 1/1/78 <br /> <br />Mr. Haws moved, seconded by Mr. Harne 1, to approve <br />the appointments in item three and four. Motion <br />carried unanimously. <br /> <br />Requests for alley and easement vacations <br />Maps distributed to Council. <br />A. Lane County Alley, NS and EW alleys located on block Charnelton <br />west and 5th on South (Lane County) (AV 76-7) <br />B. Savage Easement--east of Norkenzie and the terminus of Curtis <br />Avenue north of Brewer Avenue (Savage) (EV 77-3) <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to schedule public <br />hearings for items A and B, June 13, 1977.
