Street Vacation: Brawner Boulevard (SV 77-1) <br /> C.B. 1507--Calling public hearing August 10, 1977 re: street vacation, <br /> Brawner Boulevard was read by number and title only, there <br /> being no Council member present requesting it be read in full. <br /> Mr. Haws moved, seconded by Mr. Hamel, that C.B. 1507 be read <br /> the second time by council bill number only, with unanimous <br /> consent of the Council, and that enactment be considered at <br /> thi s time. Motion carried unanimously and the bill was read <br /> the second time by council bill number only. <br /> Mr. Haws moved, seconded by Mr. Hamel, that the bill be approved <br /> and given final passage. Roll ca 11 vote. All Council members <br /> present voting aye, the bill was declared passed and numbered <br /> 18020. <br /> VIII. Street Name Change: Located south of Barger Avenue, west of Beltline <br /> Road, from Hancock Street to Haven Street (SC 77-5) <br /> Mr. Haws moved, seconded by Mr. Hamel, to schedule public <br /> hearing July 13, 1977. Motion carried unanimously. <br /> IX. Council Consideration of Adopting and Implementing Provisions of <br /> -- ORS 307.600 to 307.690--memo, resolution, map, report and minutes <br /> distributed to Council. <br /> Manager reported this recommendation had come from CDC and JHC. The <br /> request was for Council action to adopt and implement provisions <br /> of the Code. The provisions would provide for tax exemptions on property <br /> for newly constructed rental housing containing 24 or more units built <br /> before January, 1980, and located within the area generally bounded by <br /> 5th Avenue, Washington Street, 13th Avenue, and High Street. The admini- <br /> stration of the exemption program would be the responsibility of the <br /> Department of Housing and Community Conservation, and each application <br /> for exemption would come before the JHC for recommendation to the City <br /> Council. Manager said such action would stimulate construction in the <br /> core area downtown, and the proposed Code provisions had been considered <br /> by ERA, the Downtown Development Board, and many others. He noted <br /> Council had been provided with extensive reports on the matter. <br /> Betty Niven explained this was one of three bills passed by the State <br /> Legislature in 1975 which would encourage the development of multiple- <br /> family housing near downtown. She said there were three developers <br /> already interested in using the program. She reviewed some of the <br /> substance of the reports for Council. One correction which would be <br /> made in the proposal was to insert the words "...at rental rates accep- <br /> table to a broad range of the general public." She reviewed the finan- <br /> cial analysis and the impact on the City and said the main concern of <br /> the program was to use all available means to allow better housing near <br /> the core area. She said this legislation provides more housing options <br /> e for citizens and waives property taxes on the improvements for ten <br /> years . The land continues to be taxed.
