He said if <br /> Highway 126 were not built, the floodway and drainage problems would <br /> have to be confronted in a massive program. This proposal would compli- <br /> ment Highway 126. <br /> Mr. Haws moved, seconded by Mr. Hamel, to schedule public hearing <br /> August 22, 1977. Motion carried unanimously. <br /> A short recess was taken. <br /> VI. Review of Metropolitan Plan Policy Committee's (MPPC) "Metro Plan Update <br /> Work Program" <br /> Manager said this was a status report on the work program. Mr. Bradley <br /> reported to Council that MPPC had been formed in May 1976. The two <br /> documents distributed to Council were: 1) a reevaluation summary to <br /> be discussed in Phase II; and 2) a work program. The issues would be <br /> discussed by the various jurisdictions in their review of the update <br /> of the 1990 Plan. He said there had been two public hearings by MPPC <br /> for input from the public on both documents. <br /> John Porter, Planning Department, said the work program and the re- <br /> evaluation summary had been submitted to the Lane County Commissioners, <br /> Springfield, and Eugene for review. At the present time, the Lane County <br /> e Planning Commission and County Commissioners had approved the work <br /> program. They had given emphasis to three areas: urban, economic, and <br /> industrial goals. He said Springfield would be taking action JUly 13. <br /> City Council approval of the program was being requested by staff so <br /> the program could be submitted to L-COG, the coordinating agency. <br /> Mr. Porter continued that the most important part of the program was <br /> the reevaluation of the compact urban growth concept. This had been <br /> adopted before LCDC had been formed and a major part of the update <br /> given to that issue. He said reevaluation was directed at whether <br /> goals had been achieved, whether the urban service boundary area should <br /> be adjusted--made smaller or larger. Information would be available <br /> to Council regarding the effect of the present plan to assist in making <br /> that decision. Another major aspect was the economic sector, especially <br /> relating to industrial. He noted there was involvement with various <br /> reports at the metro level. He continued there were plans to add two <br /> additional sections, housing and energy. Mr. Porter said the City has <br /> additional documents, noting the 1974 Community Goals and Policies. <br /> He said these would give a good basis for a revised 1990 Plan. The <br /> City Council was in a good position to indicate to staff the areas <br /> in which emphasis should be given, and any additional areas which <br /> should be included. Any changes could be made in the work program <br /> through the fall, but Mr. Porter requested feedback from Council as <br /> soon as possible to allow staff to proceed. <br /> It was consensus of Council that further discussion would be held <br /> e over to Wednesday, July 13. <br /> Mr. Bradley reminded Council that two months ago a document had been <br /> distributed to Council from which the reevaluation summary had been <br /> summarized.
