Motion carried unanimously, and the bill was read <br /> the second time by council bill number only. <br /> Mr. Hamel moved, seconded by Mr. Delay, that the bill be approved <br /> and given final passage. Public Hearing: Annexation and Concurrent Rezoning: Property located <br /> west of Fox Hollow Road south of 46th Avenue (Schiewe, Everett, Peckham, <br /> et al) (A/Z 77-6) <br /> Recommended by Planning Commission July 11, 1977 with unanimous vote. <br /> Mr. Saul said the annexation had been initiated by owners of property <br /> in the southern portion of the area. He said because the area had been <br /> a problem, noting an illogical city boundary, other property owners <br /> were contacted. In response, a number of property owners asked to be <br /> incuded in the annexation. Two letters of objection had been received. <br /> He said this was a triple majority annexation: a majority of the owners <br /> - representing a majority of the property had formally petitioned for <br /> annexation. Planning Commission accepted staff's recommendation to <br /> annex the entire area. He said a bulk of the area is surrounded by <br /> existing city limits, and is essentially developed at the present time. <br /> He said the area is within the projected urban services boundary and a <br /> full range of city services could be provided. <br /> Mr. Haws asked for an indication on the map of those in favor and those <br /> opposed to the annexation. Mr. Saul replied the owners of Tax Lot 300, <br /> and 3601 had objected; no response had been received from owners of <br /> Tax Lots 200 and 100, so those were counted as objectors. <br /> Mr. Lieuallen noted it seemed odd to include the small group of owners <br /> at the end of the road if they were opposed to the annexation. Mr. Saul <br /> said the reason for that was the road right-of-way, noting there were <br /> 1,000 feet of city limits on either side. <br /> Mr. Lieuallen asked if there were any large buildable lots in the area. <br /> Mr. Saul said the property was relatively wooded, but most parcels were <br /> large enough and probably would be further developed at some future <br /> date. <br /> Mr. Delay said minutes from the Planning Commission indicated Mr. Saul had <br /> been contacted by the Boundary Commission, with their strong encouragement <br /> for the annexation.
