He said the relationship between the Parks Department <br />and the ESP is a unique one in which each wanted to ensure the other's <br />health. He noted ESP was providing a service to the City that otherwise ~ <br />woul d have to be provi ded by the Parks Department. / <br /> <br />Ralph Myers, Executive Director, ESP. noted the group was ready to proceed <br />and would like to have Council 's approval of this project in order to keep <br />on schedule. He noted his feeling that the group was very financially <br />stable and felt it was a good risk. <br /> <br />Mr. Hamel moved, seconded by Mr. Delay, to approve the ESP <br />proposal for a building project in Westmoreland Park. Motion <br />carried unanimously with all Councilors present voting aye, <br />except Mr. Haws voting no~ <br /> <br />Mayor Keller said this was a fine program affecting many young people in <br />the community. ESP was providing a program that would cost the taxpayers <br />three times what ESP spends. <br /> <br />A short recess was taken. <br /> <br />VI. Improvements Petitions <br /> <br />Res. No. 2893--Authorizing initiating process for street paving, sanitary <br />sewer. storm sewer, and pedestrian way construction within <br />Clarey Plat (1433) was read by number and title. <br /> <br />(Affected property on petition; assessable costs: paving, 100 percent; ~ <br />sewers, 100 percent; pedestrian way, 100 percent; City costs: sewers .., <br />$18,100 and paving, $2,000) <br /> <br />Mr. Obie moved, seconded by Ms. Smith, to adopt the resolution. <br />Motion carried unanimously, with Mr. Haws and Mr. Delay abstaining. <br /> <br />Res. No. 2894--Authorizing initiating process for sanitary sewer construction <br />to serve Essex Heights Subdivision (1462) was read by <br />number and title. <br /> <br />(Affected property on petition; assessable costs: sewers, 100 percent; no <br />City costs) <br /> <br />Mr. Obie moved, seconded by Ms. Smith, to adopt the resolution. <br />Motion carried unanimously. with Mr. Haws and Mr. Delay abstaining. <br /> <br />Res.
