<br />e <br /> <br />discussed by the Planning Commission but no major recommendation was <br />made other than the suggestion: Are they reasonable goals, can they be <br />obtained, and what happens if they cannot be obtained. <br /> <br />Regarding the transit goal, Mr. Obie wondered if the Planning Commission <br />had discussed them in the realm that they were established by prior <br />Councils as knowns. Mr. Bernhard said in 1976 the Council had directed <br />the modal split for transit, which is part of this transportation plan. <br />If it were changed, the transportation plan may have to be changed along <br />with it. He noted the plan had to be looked at as a plan, that it is not <br />perfect, and one that will have to be changed over the next five years. <br />The major concern for the Planning Commission was how it related to <br />land-use planning. ' <br /> <br />Ms. Smith again expressed concern as ,to whether the plan would be adopted <br />as a plan and guideline, with ongoing review, saying she felt it would be <br />a mistake to consider it a firm plan. Regarding procedure, it was her <br />understanding that in order to adopt the plan, the three jurisdictions <br />needed to come to some agreement in terms of the transit goals. <br /> <br />John Porter, Director of the Planning Department, said the present modal- <br />split goal is directed to planning to the year 2000. In the first five <br />years, the proposed programs to increase the use of mass transit for <br />Springfield, Lane County, and Eugene are very compatible. However, as <br />the time frame expands, the difference in each jurisdiction1s goals <br />becomes greater and this results in more difficulty in planning for those <br />kinds of differences. <br /> <br />e <br /> <br />Mr. Williams said there was a question in his mind as to whether or not <br />the modal split will ever be obtainable and felt the implications of <br />that might be that the metro area congestion level would approach service <br />level "F" rather than service level "E". He questioned if Mr. Porter was <br />saying that in five-years time under the plan, implementation would not be <br />any different for those five years. Mr. Porter said if the goals were 50 <br />percent for transit by year 2000, in the next five years the plan would be <br />about the same. He said the plan speaks to a major commitment to transit <br />to try to increase the use of multi-travel other than the single-occupancy <br />car. <br /> <br />Mr. Delay noted that Cou'ncil was addressing long-range planning and not a <br />modal split, and talking about a goal that is subject to an incredible <br />amount of unknowns over a period of time. He noted the nature of energy <br />and fuel resources were unknown and could be major factors beyond the <br />Council's control. Perhaps the plan is not limited by absolute techno- <br />logical problems but rather by economics and the overall level of partici- <br />pation by the community. He felt it necessary to try to provide some kind <br />of thinking beyond just today and provide leadership in looking at other <br />possibilities. He felt it not necessary to get into a situation of <br />interferring with individuals' behavior, but that the Council should be in <br />a position to make plans. Therefore, he did not think the exact modal- <br />split goal is that important right now. He thought it to be a reasonable <br />goal, although noting personally that he would like to see it higher. <br /> <br />- <br /> <br />5/3178--9 <br /> <br />3/". <br />
