Mr. Papd returned to the room.

Ms. Taylor left the meeting.

6. Senate Bill 301

Mr. Cushman called attention to a memorandum to the committee from Chief Bob Lehner regarding the bill
and discussed an amendment the City would like to see to SB 301 related to the elimination of a provision
calling for recorded verbatim testimony at grand jury proceedings and the public release of verbatim
transcripts. He suggested a report from the grand jury would provide the public with adequate information
about the rationale for its conclusion without the need to record the proceeding at some expense.

Mr. Heuser noted that the bill was driven by two incidents in Portland and the resulting public dissatisfac-
tion with the outcome. He indicated he would try to seek the amendment desired by the Eugene Police
Department but Portland legislators were under tremendous pressure to get the bill passed.

Mr. Heuser left the meeting.

Mr. Papd, seconded by Ms. Bettman, moved to change the status of the bill to Priority 2,
Support with amendments. The motion passed unanimously.

7.
