2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Establishes Waste Tire Recycling Board. Directs board to develop and administer <br /> tire recycling program. Imposes fee on retail sale of new tires. Directs revenue from <br /> fees to Waste Tire Recycling Fund. Specifies purposes of Waste Tire Recycling <br /> Fund. Continuously appropriates moneys in Waste Tire Recycling Fund to Waste Tire <br /> HB 2906 2 Support Recycling Board. 4/14 <br /> Prohibits public body from substantially burdening person's free exercise of religion, <br /> including when burden results from application of rule of general applicability, unless <br /> public body meets burdens of providing evidence and persuading trier of fact that <br /> imposition of burden furthers compelling government interest and is least restrictive <br /> means of furthering that compelling government interest. Provides that prohibition <br /> does not apply to burden imposed on person due to application of certain land use <br /> HB 2912 2 Oppose statutes, goals or regulations. Authorizes civil action for violation of Act. 3~24 <br /> Appropriates moneys from General Fund to Oregon Government Standards and <br /> Practices Commission for biennial expenses. Limits biennial expenditures from fees, <br /> moneys or other revenues, including Miscellaneous Receipts, but excluding lottery <br /> funds and federal funds, collected or received by commission. Declares emergency, <br /> HB 2939 2 Support effective July 1, 2005. 3/31 <br /> Creates standard for fire-safe cigarettes. Requires State Fire Marshal to determine <br /> whether cigarette variety meets standard for fire-safe cigarettes. Requires State Fire <br /> Marshal to publish and distribute list of fire-safe cigarettes beginning no later than <br /> January 1, 2006. Prohibits distribution or offer to sell cigarette unless cigarette is of <br /> variety State Fire Marshal has determined to be fire-safe cigarette. Makes violation by <br /> person distributing or offering to sell cigarettes to wholesaler or retailer subject to civil <br /> penalty not to exceed greater of $10,000 or five times value of cigarettes. Makes civil <br /> penalty applicable to distributions or offers to sell occurring on or after March 1, 2006. <br /> Makes violations by person distributing or offering to sell to public subject to civil <br /> penalty, not to exceed $500 for violation involving not more than 1,000 cigarettes and <br /> not to exceed greater of $1,000 or five times value of cigarettes for violation involving <br /> more than 1,000 cigarettes. Makes civil penalty applicable to distributions or offers to <br /> HB 2942 2 Support sell occurring on or after July 1, 2006. Prohibits cigarette packages or cartons that be~ 4/07 <br /> Modifies property tax exemption for veterans' residences. Indexes exemption <br /> amount and maximum eligible gross income levels to cost-of-living changes. Applies <br /> HB 2945 2 Oppose to tax years beginning on or after July 1, 2006. 5/05 <br /> Prohibits sale of gasoline blended or mixed with methyl tertiary butyl ether in <br /> concentrations greater than six-tenths of one percent by volume.
