2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Requires Department of Land Conservation and Development and metropolitan <br /> service district to notify local governments that perform land use planning of proposed <br /> change in land use policy. Requires local governments receiving notice of proposed <br /> HB 3283 2 Oppose change in land use policy to notify affected landowners. 4/21 <br /> Allows public entity to reduce amount paid in compensation to resolve claim for <br /> compensation under Ballot Measure 37 (2004), if cumulative reduction in fair market <br /> value of affected properties resulting from compensation exception on claimant's <br /> )roperty would be less than reduction in fair market value of claimant's property <br /> resulting from imposition of land use regulation restricting claimant's use of property. <br /> HB 3285 2 Oppose Declares emergency, effective on passage. 4/21 <br /> Creates Noxious Weed Control Fund. Continuously appropriates moneys to State <br /> Department of Agriculture. Establishes permissible expenditures from fund. <br /> HB 3316 2 Support/Am Establishes tax credit for gifts, grants or donations to fund. 4/21 <br /> Creates Noxious Weed Control Fund. Requires contractors and <br /> subcontractors working on certain energy efficiency and renewable energy projects to <br /> utilize apprenticeship programs and develop relationships with apprenticeship <br /> preparation programs. Expands definition of 'eligible state agency' to include all public <br /> HB 3328 2 Support/Am bodies for purposes of statutes relating to small scale local energy projects. 4/21 <br /> Defines 'exclusive farm use zone' for purposes of zoning and planning and for <br /> HB 3349 2 Support purpose of approving special assessment of land for property taxation. 5/05 <br /> <br /> Page 27 <br /> <br /> <br />
