Clarifies when cooperative procurement <br /> contracts may be used. Specifies that state contracting agencies may designate <br /> certain contracts as personal services contracts. Requires contracting agencies to <br /> identify characteristics of class of contracts in making findings necessary for <br /> exemption from competitive bidding requirements for class of public improvement <br /> contracts. Permits submission of bids and proposals electronically. Requires <br /> contracting agencies to issue notice of intent to award public improvement contracts. <br /> Exempts small public improvement contracts from bond requirements. Requires <br /> successful bidder on public improvement contract to deliver proof of insurance to <br /> contracting agency. Permits adjustment in required bond amount.
