Directs Secretary of State to prepare official template of cover and <br /> signature sheets for each state initiative, referendum or recall petition. Requires <br /> ~ersons obtaining signatures on state initiative, referendum or recall petition to use <br /> cover and signature sheets contained in official template prepared for petition. Allows <br /> chief petitioners to apply for modifications of official template.
