Parks Rules Ordinance <br /> e Mr. Obie noted he had cast a "no" vote on the first reading of the ordinance. <br /> Since that time he had read through the ordinance and the park rules and <br /> regulations and was in favor of the ordinance. <br /> C.B. 1714--Concerning Dept. of Parks & Recreation; repealing Sections 4.270, <br /> 4.335, 4.900, 5.155, 5.620 ad 5.625 of Code, 1971; amending <br /> Sections 2.007, 2.391, and 2.1990 of that Code; adding new <br /> Sections 2.812 through 2.817 to that Code and declaring an <br /> emergency, was read by number and title only, there being no <br /> Councilor present requesting it be read in full. <br /> Mr. Delay moved, seconded by Mr. Haws, that the bill be approved <br /> and given final passage. Roll call vote. All Councilors present <br /> voting aye, the bill was declared passed and numbered 18240. <br /> VI. Approval of Minutes <br /> Assistant Manager noted an amendment to the minutes to include the new <br /> appointments to the Civic Center Commission as follows: Sally Weston, <br /> 2595 Highland Drive; Royce Saltzman, 2065 University; James Aday, 754 <br /> West 12th; Jim Williams, 2083 Garfield; and Cec Smith, 2300 Parkside <br /> Lane. <br /> Mr. Delay moved, seconded by Ms. Smith, to approve the Council <br /> e Minutes July 19, 1978, as amended. Motion carried unanimously. <br /> A short recess was taken. <br /> Mr. Haws left the meeting. <br /> VII. Air Quality: Status Report and Issues Before AQMA Committee--Memos distributed. <br /> Don Hulbert, Air Quality Consultant, made the following statement. <br /> The Eugene/Springfield/Lane County metropolitan area is in violation of <br /> three federal ambient air quality standards. We do not attain standards <br /> in total suspended particulates, carbon monoxide, and photo-chemical <br /> oxidents. We are designated as an Air Quality Maintenance Area (AQMA). <br /> As a non-attainment area, we must conform to appropriate sections of the <br /> 1977 Clean Air Act amendments. Federal law requires that primary and <br /> secondary air quality standards shall be achieved as expeditiously as <br /> practicable. In the case of particulates, no later than December 31, <br /> 1982, for the primary standard. Until we attain the standards, we must <br /> make reasonable annual improvements in our air quality. <br /> To meet Federal requirements, the state must submit an implementation plan <br /> that satisfies the Federal Environmental Protection Agency. If the plan <br /> is not approved or if it is not properly followed, penalties, sanctions, <br /> and restrictions are permitted, and Federal implementation is possible. <br /> To provide local involvement in the state plan, as required by Federal <br /> e legislation, the state DEQ and two local agencies are working together. <br /> 7/26/78--5 <br /> 535 <br />
