Located south of Dillard Road, east of existing city limits of <br /> Eugene (AZ 78-7) (Fairview Investments) - <br /> Recommended by Planning Commission July 18, 1978 <br />Mr. Saul said the property involved 13.8 acres. Review by Planning Com- <br />mission included a review of the City's criteria for annexation requests, <br />the LCDC administrative rule on annexations, and consideration of appli- <br />cable statewide goals. In this instance, Goals 5, 7, 10, 11, and 14 were <br />determined to be applicable in evaluation of the annexation. Planning <br />Commission recommended R-1 zoning be applied contingent upon annexation <br />and that PUD procedures be required. <br />Mr. Delay wondered about administrative rule criteria. Mr. Saul said <br />that there are two standards, the first being a requirement that public <br />facilities can be extended. The second one is that the property is <br />either physically developed or a public need exists. Broadway, representating Fairview Investments, said <br />that the applicant has been in contact with the owner of a 117-acre parcel <br />to the west of his parcel.
