No. 2988--Forwarding to Boundary Commission recommendation for <br /> annexation of property located south of Dillard Road, <br /> east of existing city limits of Eugene was read by number <br /> and title. <br /> Mr. Hamel moved, seconded by Mr. Bradley that findings supporting <br /> the annexation as set forth in Planning Commission staff notes <br /> and minutes of July 18, 1978, be adopted by reference thereto, and <br /> that the resolution be adopted. Rollcall vote. Moti on carri ed <br /> unanimously. <br /> C.B. 1746--Authorizing rezoning from County AGT Agriculture, Grazing, <br /> and Timber and County RA Suburban Residential Districts to <br /> City R-1 Single-Family Residential District, property located <br /> south of Dillard Road~ east of existing city limits of Eugene~ <br /> was read by number and title only, there being no Councilor <br /> present requesting that it be read in full. <br /> Mr. Hamel moved, seconded by Mr. Bradley~ that findings support- <br /> ing the rezoning as set forth in Planning Commission staff notes <br /> and minutes of July 18, 1978, be adopted by reference thereto~ <br /> that the bill be read the second time by council bill number <br /> only~ with unanimous consent of the Council, and that enactment <br /> be considered at this time. Motion carried unanimously and <br /> the bill was read the second time by council pill number only. <br />- Mr. Hamel moved, seconded by Mr. Bradley, that the bill be approved <br /> and given final passage. Roll ca 11 vote. Motion carried unanimously <br /> 4nd the bill was declared passed and numbered 18256. <br /> 2. Located east of Capital Drive, south of existing city limits line <br /> (AZ 78-8) (Spencer Alpert) <br /> Denial recommended by Planning Commission July 18, 1978 <br /> Mr. Saul said there was one residence on the property at the present <br /> time and a swimming pool. The applicant said the primary purpose of <br /> annexation was to allow connection of the existing residence to the <br /> sewer. It would appear from materials submitted that there was some <br /> uncertainty as to the exact nature of the intent of annexation. In <br /> this instance it was determined that the sewers could not be extended <br /> to the east portion--Tax Lot 100--so, based on that, the inability to <br /> extend sewers existed and the Planning Commission recommended denial. <br /> Mr. Bradley and Mr. Haws indicated they would be abstaining on the <br /> motion due to a conflict of interest. No other ex parte contacts or <br /> conflicts of interest were declared by Councilors. <br /> Staff notes and minutes were entered as part of the record. <br /> Public hearing was opened. <br />e <br /> 8/28/78--7 <br /> 585 <br />
