<br />e <br /> <br />In response to a question from James Pearson, Planning Commissioner, <br />Mr. Chenkin said Alternative 2 would most closely follow existing trends. <br /> <br />In response to a question from Mr. Lieuallen, Mr. Chenkin said the phasing <br />suggested in the plan would allow an annexation policy by the jurisdictions <br />to ensure a 5-to-10-year supply of developable land. Statistics can <br />continually monitor this supply of land. This would assure there would <br />be property within the City, and services are available, to increase the <br />supply of developable land. <br /> <br />Mr. Lieuallen asked a question regarding acccuracy of the population <br />statistics. Mr. Chenkin replied the population estimates are done by <br />L-COG and Portland State University annually, and by the U.S. Census each <br />ten years. The MPPC felt comfortable with the L-COG statistics as they <br />have proven to be rather accurate. Also, there are backup mechanisms <br />available such as computerized land use information because of the data <br />bank, building permits, and demolition permits. <br /> <br />e <br /> <br />Regarding phasing, and providing an adequate inventory of developable land <br />within the City, Mr. Delay thought that implied that annexation will be <br />restricted to keep consistent with that pool of resources. Mr. Chenkin <br />said through the phasing effort, the cities would provide a five-to- <br />ten-year supply of developable land within the City. The City would <br />have to develop criteria, which he noted to be a complex process. The <br />difficult part will be designating which areas are to be annexed. Sugges- <br />tions have been made of perhaps concentrating on one certain area at a <br />time. Others say there's a need to spread the annexations around in order <br />to lessen impact on schools. <br /> <br />Randy Thwing, Planning Commissioner, wondered if the increase in residen- <br />tial density would mean a decrease in available industrial land. Mr. <br />Chenkin said all three alternatives show certain areas for industrial <br />development, and they are all virtually alike. However, he noted again <br />the special designation of two additionat.sites for large-scale light <br />industrial in Alternate 1. He said part of the basis for al location of <br />industrial land was the population projection of an increase of 105,000 <br />which was used in all three alternatives. Under Alternative 1, there <br />would be a bonus of light industrial specialized sites. There would be <br />no need under any of the alternatives to increase the Urban Service <br />Boundary solely for industrial land use. <br /> <br />Adrienne Lannom, Planning Commissioner, wondered if the commercial alloca- <br />tions varied. Mr. Chenkin said just slightly because of configurations in <br />the different diagrams. However, he noted the text talked about a certain <br />number of commercial allocations needed for a certain population. Again, <br />he noted the 105,000 population figure used for all three plans. <br /> <br />- <br /> <br />In response to a question from Mr. Obie, Mr. Chenkin said there could be a <br />tradeoff of light industrial land rezoned for residential use. Mr. Obie <br />thought the Lane Community College Basin seemed to be a high-cost area in <br />terms of servicing. Mr. Chenkin said it had been decided it would be less <br />expensive to go into other areas southwest of Eugene and out Jasper Road, <br />rather than the LCC Basin.
